About the Role

Key Responsibilities

• Develops, creates, and modifies general computer applications software or specialized utility programs to meet user needs and optimize operational efficiency.
• Designs, implements, and maintains databases within an application area, ensuring data integrity and efficient access patterns.
• Develops and enforces XML schema design, validation, and transformation standards, including NIEM compliance, for mission-critical information exchanges.
• Designs, documents, and maintains RESTful APIs, ensuring adherence to organizational standards, security protocols, and interoperability requirements.
• Implements and maintains MEPs and IEPDs for seamless data communication.
• Utilizes programming languages such as Java, Python, or equivalent to develop tools for validating and troubleshooting XML instances and data integration issues.
• Provides technical guidance and training to developers on best practices for API governance, compliance, and testing methodologies.
• Maintains API documentation using tools like SwaggerHub, ensuring consistency, accessibility, and alignment with enterprise integration strategies.
• Supports and adheres to Agile methodologies, including Scrum, Kanban, and SAFe practices, participating in ceremonies such as PI Planning, Sprint Reviews, and Retrospectives.
• Collaborates with teams within the Value Streams to ensure alignment, transparency, and removal of dependencies.
• Uses tools like JIRA and Confluence for work management, tracking progress, and documenting deliverables.

Requirements

• Active Secret Clearance or higher.
• Five or more years of experience in related field.
• Proficiency in XML, XML Schema Definition (XSD), and standards such as NIEM.
• Proficiency in programming languages such as Java, Python, or equivalent.
• Experience designing, developing, and maintaining APIs, including RESTful APIs.
• Experience with tools like SwaggerHub for API design and documentation.
• Experience working in an Agile environment using Scrum, Kanban, Jira, Confluence, and SAFe.
• Ability to develop and enforce data standards and validation schemas.
• Strong understanding of data exchange protocols and security standards.
• Excellent collaboration, communication, and technical guidance skills.

Nice to Have

• Bachelor's degree in computer science, Software Engineering, Information Systems, or a related field.
• Experience with XML message exchange patterns (MEPs) and IEPDs.
• Knowledge of enterprise data standards and API governance best practices.
• Experience with security protocols for API development.
