About the Role

The Department of Technology, Management and Budget supports the business operations of state agencies through a variety of services, including building management and maintenance, information technology, centralized contracting and procurement, budget and financial management, space planning and leasing, construction management, motor vehicle fleet operations, and oversight of the state retirement systems. This position is with the Agency Services area of DTMB. It functions as the first-line Information Technology Development manager supporting DHHS for the Administration & Departmental Solutions division, overseeing new development across applications and platforms such as vendor solutions and Microsoft Cloud Technologies like Dynamics 365 and PowerApps. The role involves supervising staff, supporting Agile methodologies, and managing development activities.

Key Responsibilities

Supervise staff providing development and application support for various applications and platforms.
Perform the Scrum master role by managing and coordinating activities such as scheduling work assignments, setting priorities, conducting Sprint planning and retrospectives, and holding daily standups.
Direct the work of IT specialists, analysts, and contractors to ensure project goals are met.
Support and practice Agile methodology within the team.
Oversee new development projects, including vendor-developed solutions and Microsoft Cloud Technologies.
Manage capacity and work assignments to ensure timely delivery of projects.

Requirements

Possession of a bachelor's degree with at least 21 semester credits in computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management, or mathematics.
Three years of professional experience equivalent to an Information Technology Infrastructure, Programmer/Analyst, or IT Project Coordinator P11, or one year equivalent to P12.
Experience as a computer programming supervisor or in a similar supervisory role may substitute for education and experience.
Relevant experience and/or education must be documented in the resume, transcript, and/or application.
Ability to apply Agile methodologies and manage development projects.

Nice to Have

Experience with Microsoft Cloud Technologies such as Dynamics 365 and PowerApps.
Experience in managing development teams and Agile/Scrum methodologies.

Qualifications

Bachelor's degree with relevant credits in specified fields.
Three years of professional IT experience or one year at a higher level (P12).
