Job Description

About the Role

The Systems Developer - Expert is responsible for the development, ongoing maintenance, and support of the legacy Client Welfare Management System Services (WMS-Services), which are comprised of COBOL applications. This role involves performing specialized support functions using various client applications and interfaces, supporting all local districts in New York State, including New York City. The WMS supports critical agency information related to Title XX Services and SERMA processes, with both intra- and inter-agency interfaces such as CONNECTIONS, BICS, EMEDNY, Sydney on SQL, and the OCFS Data Warehouse.

Key Responsibilities

  • Provide general system design, application programming, unit and integration testing of developed programs, and documentation of those efforts.
  • Perform programming tasks including complete unit routines or functional routines that make up discrete parts of functional units using structured COBOL.
  • Analyze, design, and develop modifications for the WMS application using COBOL.
  • Write database commands, procedures, and subroutines on a Client mainframe.
  • Develop both online and batch programs through analysis, design, and development.
  • Coordinate with intra-agency teams and customers to support the application and interfaces.
  • Perform unit testing, coordinate User Acceptance Testing (UAT), and resolve deficiencies for retesting.
  • Analyze and resolve production issues related to the application or database.

Requirements

  • Experience with system design, application programming, and testing in a mainframe COBOL environment.
  • Knowledge of database commands, procedures, and subroutines on a Client mainframe.
  • Ability to analyze, design, and develop modifications for legacy applications.
  • Experience with online and batch program development.
  • Strong coordination skills to work with intra-agency teams and clients.
  • Ability to troubleshoot and resolve production issues related to applications and databases.
