About the Role

The Acquisition Program Manager SME is responsible for managing and directing the daily execution of contract requirements to ensure that cost, schedules, and performance goals are met. The role involves interfacing with internal and external customers, participating in contract negotiations, developing corrective action plans, performing variance analysis, and managing program lifecycle activities within the aerospace/defense sector. The position requires solid leadership, technical expertise, and experience in program management, particularly within DoD contracts and programs.

Key Responsibilities

  • Manage and direct the daily execution of contract requirements to assure that cost, schedules and performance goals are met
  • Provide interface, communication and coordination with internal and external customers
  • Prepare for and participate in contract/subcontract negotiations
  • Develop and implement corrective action plans when deviations from budgets and/or schedules are evident
  • Perform variance analysis of schedule and cost on a formal and informal basis and present them to senior management
  • Work with/consult with contracts administration on issues pertaining to contract requirements, changes, and interpretations
  • Manage inventory effectively
  • Manage Internal Research and Development projects
  • Assure a timely closeout of completed programs to ensure all obligations are satisfied and documentation is properly recorded
  • Develop and understand principles of program planning, including Bill of Materials and Basis of Estimate
  • Develop and execute program corrective action strategies
  • Support, communicate, reinforce and defend the mission, values and culture of the organization
  • Manage manpower planning, project reviews, scheduling, and budget control
  • Ensure compliance with FAR, DFAR, and other regulatory requirements
  • Participate in risk management, continuous improvement, and cost reduction efforts

Requirements

  • Solid leadership and management skills, particularly influence management and conflict resolution
  • Experience throughout the program lifecycle from development through sustainment, including proposal development, requirements decomposition, and subcontracts
  • Experience with earned value cost accounting and reporting, and metrics for assessing program progress
  • Experience in finance, contracting, export regulations, engineering, logistics, manufacturing, and supply chain management
  • Proven success in managing complex aerospace/defense programs as a prime or sub-contractor to military organizations
  • Excellent leadership and oral and written communication skills
  • Must have a portfolio of programs with achieved financial objectives (profit, cash flow, revenue, bookings)
  • Program Management certifications preferred (e.g., PMP or DAU level 3)
  • Proficient knowledge of FAR, DFAR, DOORS, RFPs, SOWs, CDRLs, CBAs & ICDs, Information Assurance, PPPs, DoDI 5000.02
  • Bachelor's degree in engineering or business (if Business, must have at least 3 years of experience working on DoD contracts/programs with a heavy focus on engineering)
  • Possess an active TS/SCI security clearance

  • Program Management certifications such as PMP or DAU level 3
