About the Role

SAIC, a leading provider of systems development & deployment, targeting & intelligence analysis, systems engineering & integration, and training capabilities and solutions for the Intelligence Community, is seeking a highly motivated IT Program Manager to support the development, operations, maintenance, and modernization of a complex, hybrid on-premises and cloud enterprise IT environment. The role involves providing technical leadership for projects that include data visualization, cross domain capabilities, data ingestion, modeling, multi-cloud computing, cybersecurity, data science, AI/ML, application development, and DevSecOps. The position is based in Chantilly, VA, supporting national security programs, with the contract expected to be awarded in Summer 2025.

Key Responsibilities

  • Lead and manage technical projects from inception through completion, ensuring alignment with organizational goals and timelines.
  • Provide technical oversight and guidance to ensure projects are executed efficiently and effectively.
  • Coordinate with cross-functional teams, including software developers, systems engineers, system administrators, testers, cybersecurity experts, data scientists, and other relevant stakeholders to deliver comprehensive solutions.
  • Work within a DevSecOps Operations & Maintenance (O&M) and development environments, integrating security practices into operational processes and ensuring the continuous delivery and maintenance of secure and efficient systems, and implementing innovative modernization of operational systems.
  • Maintain clear and consistent communication with stakeholders, providing regular updates on project status, risks, and milestones.
  • Identify and mitigate risks associated with technical projects, ensuring successful delivery of solutions.
  • Utilize Agile methodologies to manage and deliver projects, ensuring adaptability and continuous improvement throughout the project lifecycle.
  • Maintain comprehensive project documentation and generate regular reports to track progress and outcomes.
  • Guide and define business improvement and organizational process to drive critical programs.
  • Perform process analysis, process improvement and monitor/control processes.
  • Respond resourcefully to new demands and challenges.

Requirements

  • Active TS/SCI with polygraph clearance.
  • Bachelor's degree in a technical field of study with a minimum of 18+ years of experience or Master's with 16 years experience.
  • 9+ years' experience in leading multi-disciplinary teams to provide development, modernization, and operations & maintenance support to multiple enterprise systems and services.
  • Familiarity with high-performance network infrastructure supporting data-heavy analytic and software applications.
  • Strong analytical and problem-solving abilities, able to address complex networking challenges.
  • Excellent written and oral communication skills, with the ability to articulate technical concepts to non-technical stakeholders.
  • Demonstrated experience supporting complex, large Enterprise IT programs that include Service Delivery, Agile development, and DevSecOps.
  • Strong organizational skills with the ability to manage multiple tasks and prioritize work accordingly.
  • Strong understanding of governance frameworks and best practices.
  • Comprehensive knowledge of Business Case Analysis, Creative Problem Solving, Decision Briefing, Project Management Processes, Risk Management, and Strategic Planning.
  • Experience managing or leading an Agile Scrum Team in a SAFe framework.
  • Technical working knowledge of system integration, network administration, software development, data analysis, or cybersecurity.
  • Ability to interface with clients at all levels of their business, including operations, financial, technology, and management.
  • Ability to exercise good judgment when responding to clients and evaluating priorities with competing objectives.

Nice to Have

  • Knowledgeable of various cloud services including Infrastructure as a Service, Platform as a Service, Software as a Service.
  • Professional certifications such as AWS Certified Solutions Architect, Microsoft Certified: Azure Solutions Architect Expert, or Google Cloud Professional Architect.
  • Experience with program financial management and Financial Planning.
  • Experience with COGNOS, PARIS, BASIS, BCR, and SLA Applications.
  • Knowledge of Change management, Facilitation, Organizational Assessment, Process Modeling, Business Planning, Business Process Reengineering, and related areas.
  • Certifications such as PMP, Lean Six Sigma, Agile Scrum Master, CSM, SAFe, ITIL.

Qualifications

  • Bachelor's degree in a technical field or Master's degree with relevant experience.
  • Minimum of 16-18 years of related experience depending on degree.
