About the Role

The IT Project Manager (APPSW) position involves providing project management oversight for ServiceNow projects within the Department of Defense Logistics Agency. The role includes monitoring development projects, supporting applications through agile methodologies, ensuring project schedules and budgets are met, and coordinating with stakeholders across various locations. The position requires handling complex system schematics, resolving configuration challenges, and acting as a Contracting Officer Representative or Contractor Officer Technical Representative. It is a full-time, permanent role with opportunities for promotion and requires a security clearance and DoD certification.

Key Responsibilities

  • Provides project management oversight for the implementation of ServiceNow projects.
  • Monitors and tracks development projects to ensure platform governance and quality control.
  • Supports ServiceNow applications through the use of agile development methodology.
  • Ensures that the design, development, deployment, and sustainment of assigned projects adhere to schedules, stay within budget, and meet performance standards as defined by functional and technical stakeholders during project development.
  • Researches and analyzes complex system schematics and blueprints to resolve configuration and interface challenges between application modules or external system partners.
  • Manages a variety of sequential and concurrent tasks related to all facets of the project including requirements definition, product development, systems support, and implementation.
  • Delivers customer support by evaluating system users' needs, preparing responses, and recommending solutions.
  • Coordinates and communicates with stakeholders, including DLA Headquarters, site representatives, team leads, and project managers, to propose and implement resolution alternatives.
  • Acts as the Contracting Officer Representative (COR) or the Contractor Officer Technical Representative (COTR) and supports the COR or COTR.

Requirements

  • Must be a U.S. citizen.
  • Experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, typically at least one year of specialized experience equivalent to the GS-11 level or higher.
  • Recommends effective resolutions to system design and problem issues, balancing trade-offs between system performance, efficiency, customer and business needs.
  • Analyzes and evaluates customer user requirements from multiple perspectives, including processes embedded within COTS software and the functionality of electronic components supporting logistics operations.
  • Ensures application interfaces, extensions, forms, and reports adhere to regulatory requirements governing IT cyber and physical security.
  • Tasks related to requirements definition, product development, systems support, and implementation.
  • Consults with Senior Project Integrator to resolve project management problems applying precedent setting solutions.
  • Possesses IT and/or OT-related experience demonstrating competencies in Attention to Detail, Customer Service, Oral Communication, and Problem Solving.

Nice to Have

  • DoD certification in Engineering & Tech Management (N) / ETM or the ability to complete it within 60 months.
  • Experience with ServiceNow platform and agile development methodologies.
  • Knowledge of system schematics, blueprints, and configuration management.

Qualifications

  • Specialized experience as described above, typically at least one year at the GS-11 level or equivalent.
  • Possession of or ability to obtain DoD certification in Engineering & Tech Management (N) / ETM within 60 months.
