About the Role

The IT Project Manager (PLCYPLN) leads the design, development, and lifecycle management of complex Operational Technology (OT) and Information Technology (IT) systems, with a focus on system automation, Industrial Control Systems (ICS), Programmable Logic Controllers (PLCs), and associated network infrastructure. The role involves overseeing all phases of IT and OT system acquisition projects in compliance with DoD 5000.02 guidelines, managing initiatives for DLA Energy supply chain systems, developing acquisition strategies, ensuring program performance, analyzing technical challenges, and coordinating stakeholder engagement to deliver operational solutions within the Department of Defense environment.

Key Responsibilities

  • Leads the design, development, and lifecycle management of complex OT and IT systems, focusing on system automation, ICS, PLCs, and network architecture.
  • Oversees all phases of IT and OT system acquisition projects, including planning, analysis, design, development, testing, deployment, and sustainment, in alignment with DoD 5000.02 guidelines.
  • Manages initiatives for DLA Energy supply chain systems such as Automated Fuel Handling Equipment, Tank Gauging, Hydrant Equipment Monitoring Interface, Hydrant Fuel Automated Maintenance systems, Fuels Manager Defense (FMD), and Energy Procurement Support Tools (EPST).
  • Develops acquisition strategies and prepares program documentation including Acquisition Strategy Reports (ASR), Test and Evaluation Master Plans (TEMP), and Program Management Plans (PMP).
  • Ensures adherence to program performance requirements by maintaining compliance with cost, schedule, and performance metrics, and manages risk, mitigation strategies, and change management processes.
  • Analyzes and resolves technical challenges related to system schematics, blueprints, configuration/interface issues, and system interoperability.
  • Evaluates and optimizes logistics business processes within AIS and ICS/SCADA platforms using COTS and GOTS software, ensuring system changes align with operational goals.
  • Develops and validates functional and technical requirements, preparing detailed specifications for system implementation and sustainment.
  • Leads stakeholder engagement with DLA Headquarters, program managers, site representatives, and cross-functional teams to deliver solutions aligned with business and operational objectives.
  • Acts as the Contracting Officer's Representative (COR) or Contracting Officer Technical Representative (COTR), managing contractor performance and ensuring compliance with contract terms.
  • Supports development of Statements of Work (SOW), Independent Government Cost Estimates (IGCE), and contract modifications.
  • Monitors and manages technical risks related to data replication, system interoperability, and secure operations across IT and OT environments.
  • Provides customer and user support, addressing system issues, and supporting cybersecurity compliance, including RMF standards and Authority to Operate (ATO) certifications.
  • Mentors junior team members and fosters professional development within project management and DoD acquisition guidelines.

Requirements

  • Must be a U.S. citizen.
  • Experience recommending effective resolutions to system design and problem issues, balancing performance, efficiency, and technical capabilities for IT and OT systems.
  • Ability to analyze and evaluate customer requirements, ensuring alignment with mission objectives and compliance with DoD standards.
  • Experience managing tasks across all project phases, including requirements definition, development, deployment, and sustainment.
  • Proficiency in leading technical assessments, system design improvements, and ensuring interoperability between systems.
  • Ability to define functional and technical requirements, prepare detailed specifications, and support acquisition activities.
  • Knowledge of project management methodologies, tools, and best practices for system design, development, and deployment.
  • Experience collaborating with senior leadership, stakeholders, and technical teams to align project objectives and communicate effectively.
  • Must complete DoD certification and other requirements for Defense Acquisition Workforce position, including Program Management (A) / PM, Advanced acquisition certification.

Nice to Have

  • Experience with DoD 5000.02 acquisition lifecycle processes.
  • Knowledge of cybersecurity standards, RMF, and ATO certification processes.
  • Familiarity with logistics business processes within AIS and ICS/SCADA platforms.
  • Experience acting as a Contracting Officer's Representative (COR) or Contracting Officer Technical Representative (COTR).

Qualifications

  • One year of specialized experience at the GS-13 level or equivalent, including system design resolution, requirements analysis, project management, and system interoperability.
  • Experience recommending solutions aligned with DoD 5000.02 acquisition lifecycle requirements.
  • Proven ability to manage tasks across all project phases and coordinate with stakeholders.
