The Performance Management Lead role involves working within the Program Delivery Support (PDS) team alongside the California High-Speed Rail Authority to provide program delivery and management services for a major infrastructure project connecting Los Angeles and the San Francisco Bay Area, currently under construction in California's Central Valley.

Key Responsibilities

  • Manage the Authority's Capital Baseline, including technical supporting documents, systems, and data underlining the baseline.
  • Coordinate the integration of the baseline across functions and branches via the PMO Cost Control team.
  • Support the definition of how progress is measured against the Capital Baseline.
  • Control changes to the Capital Baseline according to the Authority's Governance processes.
  • Assess estimates, costs, risks, and schedule updates across the program for adherence to the Capital Baseline.
  • Support the development of annual budgets for specific sections of the program, including articulating and tabulating year-on-year movements and multi-year forecasts.
  • Compare and analyze trends and risks against original cost estimates and budgets, identifying opportunities for cost mitigation.
  • Drive process, procedure, and systems improvements across the Risk Management Office and wider business.
  • Collaborate with the Controls team to build scalable Work Breakdown Structures and other data structures for reporting.
  • Partner with the Reporting function to provide strategic direction for monthly and annual reports, ensuring accuracy, timeliness, and stakeholder alignment.
  • Operate as the big picture expert on the Capital Baseline to ensure data consistency and reporting robustness.
  • Continuously review and improve existing baseline processes.

Requirements

  • Accredited four-year degree in Construction Management, Engineering, Business Management, Project Management, or a related field, with twenty (20) years of work experience, or a combination of education and experience totaling twenty-four (24) years if non-degreed.
  • Experience in transit and/or program controls.
  • Expertise in project management principles, data management, and cost control.
  • Knowledge of project cost planning, reporting techniques, construction project phases, and disciplines.
  • Analytical skills for cost analysis and providing solutions, maintaining accurate project records, and meeting deadlines.
  • Experience managing and motivating controls teams on major programs.
  • Strong liaison, coordination, and negotiation skills with departmental and external stakeholders.
  • Experience leading and developing reporting, controls, and baseline management methodologies.

Nice to Have

  • Proficient with Microsoft Office applications (Excel, Word, PowerPoint).
  • Proficient in desktop publishing software, Visio, and professional graphics software.
  • Proficient with Data Analytics tools such as PowerBI and a working knowledge of Primavera P6.
  • Effective communication skills with various personnel, including in difficult and stressful situations.
  • Excellent time management, organizational skills, attention to detail, and ability to work under time pressure.
  • Good understanding of project controls functions, data structures, and baseline management.
  • Skills in project management, data analytics, technical writing, and presentation.

Qualifications

  • Four-year degree in relevant field or equivalent experience.
  • 20+ years of related work experience or 24+ years combined education and experience if non-degreed.
