About the Role

The Technical Program Manager is responsible for the development and ongoing management of one or more multi-year programs within Elevance Health. This role involves managing enterprise-wide programs of $7M - $10M+ with multiple concurrent sub-projects, applying project management knowledge, skills, tools, and techniques to project deliverables, processes, and systems. The position requires in-office presence one day per week at one of the specified Pulse Point locations, with flexibility for remote work, and involves coordinating resources, ensuring data accuracy, and translating technical insights into business terms to support strategic objectives.

Key Responsibilities

Oversees the development of reports, data applications, and analytic development to support overpayment identification, business decision-making, and strategic objectives.
Coordinates resources, ensuring data accuracy and timely delivery, and builds strong relationships with internal stakeholders.
Translates technical data insights into business terms (and vice versa).
Uses understanding of processes and workflows to improve efficiency and add value.
Develops and coordinates analytic-specific product feature requirements and test cases and post-implement plans.
Develops requirements documents.
Coaches and mentors team members.
Identifies training and tool needs.
Develops training plans.

Requirements

Requires an BA/BS degree in Information Technology, Computer Science or related field of study and a minimum of 10 years project management experience in broad-based information systems, full life-cycle application development, enterprise applications, or data warehouse planning and development.
At least 3 years of experience leading and directing project tasks.
Experience in creating an effective team environment, building strong relationships, negotiation, problem-solving, conflict resolution, resource management in a matrix environment, and effective communication at all organizational levels.
Experience working with project management tools, documentation tools, and reporting tools.

Nice to Have

5 years of management in developing and executing strategy and staff management.
5 years of experience working with healthcare claims data and payment integrity.
Experience working with Jira, Confluence, and Power BI or Looker.
Advanced SQL, Python, Snowflake experience.
Project management certification within one year of employment.
Experience working with portfolio management applications and rational tools.
PMP certification.
Experience working with offshore resources.

Qualifications

BA/BS degree in Information Technology, Computer Science or related field.
Minimum of 10 years project management experience in relevant fields.
Experience in full life-cycle application development, enterprise applications, or data warehouse planning.
