About the Role

The County of Los Angeles Department of Public Health is seeking qualified candidates to fill emergency Predictive Data Analyst vacancies related to the homelessness crisis. Under the emergency order, applicants may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment. The Predictive Data Analyst will assist with designing, developing, and implementing evaluation services and complex data science projects to optimize program effectiveness, ensure regulatory compliance, and promote health equity within the managed care framework. The position is located within the Evaluation Section of the Health Outcomes and Data Analytics (HODA) Division of the Substance Abuse Prevention & Control Bureau, working under immediate supervision to analyze and maintain County, departmental, or divisional data assets using classical and machine learning techniques.

Key Responsibilities

  • Assist in maintaining and analyzing County, departmental, or divisional data assets.
  • Utilize classical and machine learning techniques, including predictive and prescriptive analytics, to support data-driven program design and management.
  • Produce dashboards, reports, and advanced data visualization products to help program managers monitor outputs and outcomes.
  • Perform regular quality-assurance analysis on relevant data sets and work with data administrators and IT staff to establish data pipelines and identify issues.
  • Apply well-established analytic principles, methods, and procedures within existing data systems to complete routine-to-moderately-difficult functions and projects.
  • Collaborate with senior data scientists, program staff, stakeholders, and providers to develop and implement strategies for program improvement.
  • Conduct predictive data assignments for Behavioral Health Quality Improvement Projects (BHQIP) and performance improvement projects (PIPs).
  • Analyze large-scale service utilization data to predict at-risk and high utilizers and identify performance gaps.
  • Utilize big data sources such as Sage, Census, and MEDS data to inform leadership decisions on costs, utilization, and quality of care.

Requirements

  • A Bachelor's degree from an accredited college or university in Data Science, Machine Learning, Mathematics, Statistics, Business Analytics, Psychology, or Public Health, including 12 semester or 18 quarter units in data science, predictive analytics, research methods, or statistical analysis.
  • And two (2) years of experience applying machine learning, predictive analytics, data management, and hypothesis-driven data analysis to complex experimental designs.
  • Or a Bachelor's degree as above plus a Master's or Doctoral degree in a relevant field.
  • Or four (4) years of experience in planning, designing, conducting, and evaluating research projects involving machine learning, predictive analytics, and data management.
  • A valid California Class C Driver License or the ability to utilize alternative transportation.
  • Legible official transcripts or diplomas showing degree completion and specialization.

Nice to Have

  • Experience with advanced statistical techniques and methodologies.
  • Experience working with large-scale health or service utilization data.
  • Knowledge of regulatory requirements related to behavioral health programs and grants.
