About the Role

The Department of Community and Human Services in King County is seeking a (Prenatal to Five) Universal Developmental Screening & Promotion Program Manager (PPM III) to guide the work of the UDSP strategy within the Prenatal to Five investment area. The role involves supporting community-based programs to adapt developmental screening practices and messaging, ensuring they align with families' interests, culture, and developmental priorities. The position reports to the Developmental Promotion Team Lead within DDECS and emphasizes equity, community engagement, and continuous improvement.

Key Responsibilities

  • Creatively and collaboratively work toward the UDSP vision and strategic plan.
  • Generate interest in developmental promotion activities, including developmental screening, in underserved areas.
  • Provide strengths-based guidance and collaborative partnership to existing UDSP programs and other community programs interested in developmental promotion and screening.
  • Educate about culturally responsive developmental screening and promotion practices.
  • Collaborate with other strategy leads to increase developmental promotion activities.
  • Serve as the main contact and program manager for UDSP-funded community-based partners.
  • Support management and continuous improvement of the Seattle Developmental Bridge program.
  • Build strong relationships with UDSP contractors, document learnings, share updates, and provide guidance.
  • Share information, foster connections among community and system partners, and respond to requests for information and technical assistance.
  • Design and implement collaborative workgroups and quarterly convenings for UDSP contractors.
  • Manage budgets, approve invoices, and ensure budget alignment with strategic vision.
  • Write, review, and monitor contracts with community-based organizations.
  • Support data collection, analyze data, and share insights with partners.
  • Steward community-driven vision and ensure services are informed by communities and families.
  • Prepare, administer, and monitor Requests for Proposals and contracts, and onboard new community partners.
  • Maintain accurate records of contract activities and coordinate project management activities.
  • Seek and implement ongoing feedback to improve the UDSP strategy.
  • Foster an environment of open communication, teamwork, and continuous learning.
  • Plan, convene, and facilitate meetings with diverse stakeholders to support alignment and gather input.
  • Perform other related duties as assigned.

Requirements

  • Deep knowledge of equity, racial and social justice principles and practices, and understanding of systemic inequities affecting marginalized communities.
  • Deep knowledge of early childhood development and milestones for children prenatal to age five.
  • Knowledge of early learning sectors in King County and Washington State.
  • At least two (2) years' experience leading projects, programs, or strategies in early childhood programming.
  • At least two (2) years' experience administering developmental screening tools such as ASQ, MCHAT, or SWYC with diverse children and families.
  • Experience honoring families' home cultures and languages while centering racial, disability, and linguistic justice.
  • Experience facilitating participatory meetings with diverse groups and designing adult learning supports.
  • Experience managing multiyear budgets for programs or strategies.
  • Ability to work independently with attention to detail, prioritize tasks quickly, and respond to changing needs.
  • Ability to work collaboratively with diverse populations, including families, providers, partners, and funders.
  • Skills to communicate complex information effectively through visuals, documents, presentations, and spreadsheets.
  • Ability to travel throughout King County in a timely manner.

Nice to Have

  • Experience training or coaching providers who do early childhood developmental screening with diverse children and families.
  • Experience with program leadership, contract management, and supporting continuous improvement efforts.
  • Experience navigating referrals for developmental evaluations and support services such as ESIT, Early Childhood Special Education, or private therapy.

Qualifications

  • Experience leading projects, programs, or strategies in early childhood programming.
  • Experience administering developmental screening tools with diverse populations.
  • Knowledge of early development and milestones for children prenatal to age five.
