About the Role

Arcticom LLC, a company within the BSNC family, is seeking a qualified Product Development SME for USDA DISC in Kansas City, MO. The role involves supporting the Service Management Office in managing the portfolio of technology services and business processes that enable the USDA to achieve its mission goals efficiently. This position is 100% remote and focuses on leveraging ITIL best practices, strategic planning, service portfolio management, service development, and project management to support USDA's technology initiatives.

Key Responsibilities

  • Identify and manage new service offerings via ITIL Service Lifecycle best practices.
  • Analyze and evaluate internal business plans and prepare business cases including financial forecasting, market analysis, and feasibility analysis.
  • Perform and analyze operational strategies for Vendor Management, Resource Planning, and Capacity Planning across multiple services.
  • Collaborate with technical subject matter experts, customers, and senior managers to develop plans for supporting new products and integrating support into standard operating procedures.
  • Maintain current knowledge of IT technology trends and evaluate service needs to meet customer requirements.
  • Coordinate staffing and resource planning with internal teams and stakeholders during project execution.
  • Conduct customer demand analysis for new services and prepare business case justifications with financial modeling and risk assessments.
  • Perform financial analysis such as Total Cost of Ownership and Analysis of Alternatives to ensure optimal solutions.
  • Develop operational agreements, project plans, and rate structures based on research and analysis.
  • Ensure service catalog and support plans are populated and aligned with service delivery and management strategies.
  • Manage the service development lifecycle, assess and report on service portfolio performance, and create reports for financial and operational management.
  • Evaluate Service Level Agreements and support marketing and communication activities in collaboration with Service Owners.
  • Develop and maintain service agreements, parameters, and transition plans for new and existing services.
  • Use project management tools to plan, schedule, and manage project milestones, dependencies, and resources.
  • Lead meetings, support project deliverables, and provide weekly updates for program reviews and executive reporting.

Requirements

  • Ability to develop strategic and creative marketing plans based on existing products, market needs, and new developments.
  • Understanding of product financials, including advising service owners on corrections and improvements.
  • Proficiency in technical IT language and ability to translate it into business terms.
  • Experience with Microsoft Power BI for data analysis and reporting.
  • Financial acumen including preparing business cases, ROI calculations, and Net Present Value assessments.
  • Minimum of 10 years' experience with a Bachelor's Degree and four years of relevant job-specific tasks.
  • Ability to pass a Public Trust Background Check.
  • Proficiency with Microsoft Office Suite: Outlook, Teams, Excel, PowerPoint, SharePoint.
  • Knowledge of ITIL framework and Scaled Agile Framework (SAFe).
  • Experience with Power BI and/or Tableau.

  • Current USDA Public Trust clearance.
  • Master's Degree in a relevant field.
