Program Manager

About the Role

Key Responsibilities

• Use proposal plans and strategies to develop, define, and implement cohesive, integrated program, subcontractor, and material plans that achieve overall current and long term objectives of the program, business unit, and division.
• Develop WBS and WBS dictionary as baseline for scope definition and effective integrated cost/schedule management of the project.
• Authorize the work, organize interdepartmental activities, and track work accomplished to baseline plans to ensure rate of work completion is sufficient to meet schedules.
• Conduct reviews to drill down into issues on projects, identify risks, develop corrective actions, and communicate issues, impacts and corrective actions to project teams.
• Work with engineering and operations teams to ensure appropriate alignment of resources to attain project goals.
• Forecast project completion based on cost and schedule performance trends.
• Support customers on technical questions regarding the project.
• Lead team to identify and quantify risks and opportunities; lead risk mitigation and opportunity capture activities.
• Prepare and present program status to leadership and external customers.
• Balance project plans, risks, and opportunities with executable strategies to meet technical requirements and budgets.
• Identify scope changes and develop project positions for equitable cost and schedule adjustments.
• Be responsible for the profit and loss of projects.
• Develop and execute proposal plans and strategies.
• Support and develop customer relationships and develop new business within the market/project.
• Support and develop negotiation plans and lead customer negotiations for projects.

Requirements

• Ability to obtain a Department of Defense Secret security clearance at time of hire.
• Bachelor's degree or equivalent plus a minimum of 8 years relevant experience; or Master's degree plus a minimum of 6 years relevant experience.
• Experience working with internal and external customers, delivering complex systems and solutions.
• Ability to develop and implement a product-oriented WBS and WBS Dictionary.
• Proficient knowledge of company products, competitive products, and services.
• Proficient understanding of program schedules, risk areas, slack time, and critical path.
• Ability to track work accomplished to baseline plans and ensure schedule adherence.
• Ability to identify issues, track progress, and implement corrective actions based on data analysis.
• Proficient understanding of project financial data and risk and opportunity management.
• Ability to lead teams in a matrix organization to achieve schedule, cost, and technical performance objectives.
• Excellent written and verbal communication skills.
• Proficient in MS Project, Excel, Word, PowerPoint.

Nice to Have

• Experience implementing Earned Value Management System (EVMS).
• Travel experience or willingness to travel.

Qualifications

• Bachelor's degree or higher in a relevant field.
• Minimum of 6-8 years relevant experience depending on degree.
