Program Manager (Active Secret Clearance with ability to obtain TS/SCI Clearance)

About the Role

Key Responsibilities

• Serve as the primary point-of-contact for the client agency for all matters pertaining to the contract, ensuring accessibility via telephone, email, and in person.
• Work closely with the Contracting Officer Representative (COR) to ensure the attainment of all contract goals and objectives, as well as successful implementation of day-to-day activities.
• Provide overall direction of program activities and personnel.
• Responsible for program oversight, budgeting, planning and scheduling, progress reporting, earned value, performance analysis, technical risk analysis, financial planning, quality assurance and quality control, and delivery of services.
• Provide program leadership to assigned project teams and monitor project managers to ensure appropriate technical and administrative personnel are assigned.
• Manage contract functional area or business line programs that are sensitive or critical, broad in scope, and significant in resources.
• Act as the senior interface between the client and company resources to meet client requirements.
• Work with client and company leadership to establish policy and strategic direction for programs.
• Communicate regularly with senior levels of the client to ensure satisfaction with company performance.
• Support corporate initiatives, proposals, and business development efforts as requested.

Requirements

• Minimum of 10 years of related technical and managerial experience (a Master's degree substitutes for two years' experience and a Ph.D. substitutes for five years).
• Radio Frequency (RF) technical skills such as design, testing, optimization, simulation, troubleshooting, and implementation.
• Ability to manage complex program activities and act as customer liaison for program progress reports.
• Bachelor's degree in Electrical Engineering, Computer Science, or an equivalent education/experience.
• Strong management and relationship-building skills.
• Excellent written and verbal communication skills in English.
• Ability to obtain Public Trust and pass DEA agency-specific background checks.
• Active DoD Secret clearance desired, with a strong preference for the ability to obtain and maintain up to DoD Top Secret clearance.

Nice to Have

• Experience managing international development assistance projects for government or non-government organizations.

Qualifications

• Bachelor's degree in Electrical Engineering, Computer Science, or equivalent
• Active DoD Secret clearance (desired), with ability to obtain Top Secret clearance (strongly desired)
