About the Role

Key Responsibilities

• Provides management, schedule, direction, administration and quality assurance for an integrated and responsive operations and engineering team.
• Provides leadership and guidance for ongoing technical efforts and program performance.
• Oversees target, goals, cost management/avoidance, schedule estimation and tracking, contract performance management, risk management, requirements analysis, and quality assurance activities.
• Ensures proper performance of tasks necessary to ensure the most efficient and effective execution of the contract.
• Utilizes communication skills to direct skilled technical/programmatic resources and report on the technical progress, issues, and problem areas, as well as write and review programmatic documents.
• Ensures the timely recruitment and training of program staff.

Requirements

• A Bachelor's degree or higher from an accredited college or university in business administration, economics, computer science, engineering, or a related field.
• At least 10 years of demonstrated experience managing software intensive technology projects within complex IT environments.
• Demonstrated knowledge and experience applying the Software Development Life Cycle processes and successful delivery of high-quality software applications.
• Experience leading development and maintenance of software applications employing Microsoft technologies including AWS, Azure, DevSecOps, SharePoint, Microsoft 365, ITIL 4, and ServiceNow.
• Experience leading large, enterprise web-based software applications with complex data federation demonstrated by leading software teams of over 25 staff members.
• At least 5 years' experience as a Program Manager for an information technology effort.
• Experience advancing information technology used for intelligence purposes.
• Experience responding to and expeditiously resolving system availability disruptions and maintaining continuity of operations using ITIL processes.
• At least 2 years' experience with cloud computing, systems administration, network engineering, or data warehousing using third party hosting providers.
• Experience working with cloud service providers, both Government and/or commercial.
• Experience with the application of Business Intelligence (BI), integration of both structured and unstructured data in support of operational processes, and management of a diverse workforce to solve complex information management challenges.
• Top Secret Clearance with a Counter-intelligence Polygraph.

Nice to Have

• A master's degree or higher from an accredited college or university in business administration, economics, computer science, engineering, or a related field.
• Certifications in AWS, Microsoft, ITIL v4, and/or ServiceNow.
• Program Management Professional (PMP) Certification.
