About the Role

Key Responsibilities

• Responsible for the successful cost, schedule, and performance of the contract.
• Serve as the main point of contact for the Contracting Officer (CO), Contracting Officer's Representative (COR), the Government Program Manager, and the Contractor's senior management.
• Contribute to program efforts including cost management/avoidance, schedule estimation and tracking, contract performance management, risk management, requirements analysis, and quality assurance activities.
• Ensure proper performance of tasks necessary for efficient and effective contract execution.
• Utilize expert communication skills to direct technical resources, report on progress, issues, and problems, and review technical documents.
• Review and approve financial reports such as earned value, Estimate To Complete, Funds and Man-hour Expenditure Reports.
• Review and allocate management reserve within contractual limits.
• Ensure cross-discipline integration within the contract to meet government needs.
• Work with higher-level program managers to manage the contractor’s effort effectively.
• Review and propose the Integrated Program Baseline or resource-loaded schedule to the government.
• Review risk and risk mitigation activities and allocate budgets accordingly.
• Prepare program status reviews and formal reviews for presentation to the government.
• Recruit and train program staff, both direct and indirect.
• Review all financial and technical reports before submission to the government.
• Communicate issues and solutions to the Government Program Manager promptly and transparently.
• Ensure compliance with all contractual regulatory and administrative requirements.
• Assist the Government Program Manager with statutory acquisition reports and Congressional QFRs.
• Coordinate the preparation of Engineering Change Proposals (ECPs) and value engineering proposals.
• Provide input for Quality Assurance Surveillance Plan reviews and Award Fee reviews.
• Maintain an active Secret clearance and the ability to obtain TS/SCI clearance with polygraph.

Requirements

• Ten (10) years of experience managing programs and contracts of similar scope, type, and complexity as a program or project manager.
• Experience conducting requirements analysis, resource allocation, project costing, deliverable tracking, schedule and financial data monitoring, and reporting.
• At least one (1) year of experience managing and controlling funds and resources using complex reporting mechanisms such as Earned Value Management.
• Knowledge of Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations Supplement (DFARS), DoD 5000 series, and ICD 801 policies.
• Experience managing multi-task contracts and subcontracts of various types and complexity.
• Experience leading a multi-vendor environment.
• Bachelor's degree in an IT-related field.
• Must have a PMP, FAC-P/PM Mid-Level, or DAWIA Level 2 certification in Program Management.
• Active Secret clearance and the ability to obtain TS/SCI clearance with polygraph.
• U.S. Citizenship is required.

Qualifications

• Bachelor's degree in an IT-related career field.
• PMP, FAC-P/PM Mid-Level, or Defense Acquisition Workforce Improvement Act (DAWIA) Level 2 certification in Program Management.
