Program Manager III

About the Role

Key Responsibilities

• Responsible for the successful cost, schedule, and contract performance.
• Serve as the main point of contact for the Contracting Officer, Contracting Officer's Representative, Government Program Manager, and Contractor’s senior management.
• Contribute to program efforts including cost management/avoidance, schedule estimation and tracking, contract performance management, risk management, requirements analysis, and quality assurance activities.
• Ensure proper performance of tasks necessary for efficient and effective contract execution.
• Utilize expert communication skills to direct technical resources, report on progress and issues, and review technical documents.
• Review and approve all earned value, Estimate To Complete, Funds and Man-hour Expenditure Reports, and other financial reports.
• Review and allocate management reserve within contractual limits.
• Review risk and risk mitigation activities and allocate budgets accordingly.
• Prepare program status reviews and formal reviews for the Government PM.
• Ensure timely recruitment and training of program staff.
• Review all financial and technical reports before submission to the Government.
• Communicate issues and solutions to the Government PM promptly and transparently.
• Ensure compliance with all contractual regulatory and administrative requirements.
• Assist the Government PM with statutory acquisition reports and Congressional QFRs.
• Coordinate the preparation of Engineering Change Proposals and value engineering proposals.
• Provide input to Quality Assurance Surveillance Plan reviews and Award Fee reviews.
• Communicate issues and solutions to broader Government management as requested.
• Perform all tasks of Level 2 Program Manager not performed at Level 2 due to contract size and complexity.
• Provide guidance and tasking for Level 0, 1, and 2 Program Managers if assigned.
• Rapidly assemble and execute cross-disciplinary teams to address urgent program issues.

Requirements

• Fifteen (15) years of experience managing programs and contracts of similar scope, type, and complexity as a program or project manager.
• Direct experience managing multi-task contracts and subcontracts of various types and complexities.
• Experience leading a multi-vendor environment.
• Knowledge of FAR, DFARS, DoD 5000 series, and ICD 801 policies.
• Experience conducting requirements analysis, resource allocation, project costing, and deliverable tracking.
• At least three (3) years of experience managing and controlling funds using complex reporting mechanisms such as Earned Value Management.
• Active Secret clearance with the ability to obtain a TS/SCI clearance with polygraph.
• U.S. Citizenship is required.
• Bachelor's degree in an IT-related field.
• Must have a PMP, FAC-P/PM Mid-Level, or DAWIA Level 3 certification in Program Management.

Nice to Have

• Experience with government contracting and compliance.
• Additional certifications in project or program management.
• Experience working with government agencies or in defense environments.

• Bachelor's degree in an IT-related career field.
• PMP, FAC-P/PM Mid-Level, or DAWIA Level 3 certification in Program Management.
