About the Role

The Program Manager, Mobile Command/Control, provides leadership and program management for the mobile command and control portfolio at CACI. The role involves overseeing engineering, design, fabrication, and sustainment of mobile command systems, leading geographically dispersed teams, driving operational success, and maintaining strong customer relationships within the NC3 community. The position requires a focus on strategic planning, resource and budget management, risk mitigation, and team leadership to meet organizational goals and support national security missions.

Key Responsibilities

  • Formulating and implementing program strategies across several programs, ensuring alignment with organizational goals, and developing program plans. Forecast revenue streams for existing projects in work and future opportunities.
  • Allocating and managing resources (human, financial, and other) across multiple projects and programs in a heavily matrixed organization maximizing efficiency and effectiveness.
  • Developing and managing program budgets, tracking expenses, and ensuring financial resources are utilized effectively.
  • Identifying, assessing, and mitigating risks associated with the program, including developing contingency plans.
  • Communicating program status, progress, and challenges to stakeholders, including project managers, team members, and upper management.
  • Mentoring, coaching, and supervising managers and team members, fostering collaboration and high performance.
  • Assessing program performance, identifying areas for improvement, and developing strategies for continuous enhancement.
  • Maintaining comprehensive program documentation, including plans, budgets, reports, and opportunity and risk assessments.
  • Implementing and managing changes and interventions to ensure program goals are achieved.

Requirements

  • Proficiency in DoD program and project management methodologies, tools, and techniques, with experience managing large DoD/AF IDIQ contracts.
  • Strong leadership, interpersonal, and communication skills, with experience leading a matrixed organization of up to 200 employees.
  • Ability to think strategically, develop plans, and make decisions aligned with program and company goals.
  • Understanding of budgeting, cost control, and financial reporting related to DoD contracts.
  • Knowledge of risk identification, assessment, and mitigation techniques.
  • Ability to identify and resolve problems effectively.
  • Analytical skills to analyze data, identify trends, and make informed decisions.
  • Organizational skills to manage multiple tasks and programs effectively in a matrixed environment.
  • Relevant experience in project management, program management, or related fields.
  • Bachelor's degree in a related field; a Master's degree or relevant certifications (e.g., PMP) preferred.
  • 12+ years of relevant Program Leadership experience.
  • Top Secret clearance to start, with the ability to attain TS/SCI clearance.

Nice to Have

  • A background in DoD Command and Control, NC3 with some IT knowledge and fabrication background.
  • Experience operating a Government Owned Contractor Operated facility.

Qualifications

  • Bachelor's degree in a related field; Master's degree or relevant certifications (e.g., PMP) preferred.
  • 12+ years of relevant Program Leadership experience.
  • Proficiency in DoD program and project management methodologies.
  • Experience managing large DoD/AF IDIQ contracts.
  • Top Secret clearance to start, with the ability to attain TS/SCI clearance.
