The Project Controls Specialist I (PCSI) or Project Controls Specialist II (PCSII) positions are responsible for developing analytical systems for routine project controls assignments, including project estimating, scheduling, change analysis, and cost control. These roles support Project Managers on various projects and programs, assisting in setup and review of project controls status such as cost, contract, WBS, schedule, and resources, using standard methods and tools, and supporting team growth through ongoing learning and improvement.

Key Responsibilities

  • Develop/Generate Periodic Project Controls Communications and assist in the development and generation of project controls routine analytics for communication(s) prescribed by the business unit.
  • Lead the data collection, verification, validation, and analysis of data to support project controls communications.
  • Responsible for distributing and archiving project controls reports as appropriate.
  • Provide presentation quality reports and communications to project and management teams and be available to present if needed.
  • Lead and perform change control, tracking and managing changes to the project scope, schedule, and cost.
  • Identify, assess, gain approval, and distribute change requests, change notices, or change orders in compliance with internal governance standards and contract terms.
  • Support team in audit reviews and communications.
  • Coordinate project controls benchmarking and self-assessment initiatives, including scheduling benchmarking and addressing performance gaps.
  • Lead development and maintenance of project control systems such as Work Breakdown Structures (WBS), project schedules, cost estimates, and cash flow tracking systems.
  • Support systems to track and communicate project status, perform project controls analyses, and create and maintain project estimates.
  • Collaborate in the development of estimates describing scope, schedule, and cost details for effective project controls baseline management.
  • Maintain relationships with stakeholders, resolve quality issues, and complete assignments within budgets and schedules.

Requirements

  • Project Controls Specialist I: Associate's degree in project management, Business Administration, Finance, or Engineering, or High School/GED with two (2) years related work experience.
  • Project Controls Specialist II: Associate's degree in project management, Business Administration, Finance, or Engineering with two (2) years minimum related work experience, or High School/GED with five (5) years related work experience.
  • Basic understanding of project controls principles and associated software tools.
  • Experience with project controls methodologies, including development of WBS, project schedules, and cost estimates.
  • Ability to develop and maintain project control systems and communicate project status effectively.
  • Strong analytical, data collection, verification, and validation skills.
  • Effective team leadership and stakeholder relationship management skills.

Nice to Have

  • Bachelor's degree in project management, Business Administration, Finance, or related field.
  • Project Management Professional and/or Certified Associate of Project Management and/or AACE certifications.
  • Experience with Carolina East Transmission Project Controls.
  • Experience with Eco Sys Forecasting Tool.
  • Experience with forecasting and budgeting on complex projects.
  • Knowledge of Carolinas East Transmission schedule templates.
  • Proficiency in Oracle's Primavera scheduling tool.
  • Experience leading schedule review meetings and schedule integration of multiple projects.
  • Knowledge of earned value techniques.
  • Experience working with software such as Business Objects, MS Office Suite, Visio, PowerPlan, or Maximo.
  • Experience in Transmission Project Controls, Management, or Construction.
  • Experience working with a regulated utility, coal-fired plants, or large engineering projects.

Qualifications

  • High School/GED or associate's degree as specified.
  • Relevant work experience as outlined in the requirements.
