The position supports project controls assignments including estimating, budgeting, forecasting, change analysis, and cost control, supporting project managers and supervisors in accordance with PMCoE standards. Depending on qualifications, the role may be filled at a higher level within the job hierarchy.

Key Responsibilities

  • Develop and generate periodic project controls communications and analytics as prescribed by the business unit.
  • Lead data collection, verification, validation, and analysis to support project controls communications.
  • Distribute and archive project controls reports appropriately.
  • Provide presentation-quality reports and communications to project and management teams, and be available to present as needed.
  • Lead and perform change control by tracking, managing, and assessing changes to project scope and cost, including gaining approval and distributing change requests.
  • Support audit reviews and communications related to project controls.
  • Coordinate benchmarking and self-assessment initiatives for project controls functions.
  • Identify improvement opportunities and adopt best practices to address performance gaps.
  • Lead development and maintenance of project control systems such as WBS, cost estimates, cash flow tracking, change management, and communication systems.
  • Support systems to track and communicate project status and perform related analyses.
  • Collaborate on developing estimates describing scope and cost details for project baseline management.
  • Ensure estimates address project scope, materials, resources, labor, equipment, engineering, contract costs, industry data, and risks.

Requirements

  • For Project Controls Specialist II: Associates degree in Engineering, Project Management, Finance, Business or related field AND at least 2 years of related work experience; or High School/GED AND at least 5 years of related work experience.
  • For Senior Project Controls Specialist: Bachelor's degree in Business Administration, Engineering, Finance, Project Management or related field AND at least 5 years of related work experience; or High School/GED AND at least 9 years of related work experience.
  • Proficient understanding and application of project controls principles and software tools.
  • Experience with project controls methodologies, including WBS, cost estimates, cash flow tracking, change control, and communication systems.
  • Ability to develop and maintain project estimates and ensure they address scope, materials, resources, and risks.
  • Strong analytical, data management, and reporting skills.
  • Effective team leadership and relationship management skills.

Nice to Have

  • Masters degree in Project Management, Business Administration or Finance.
  • Project Management Professional and/or Certified Associate of Project Management and/or AACE certifications.
  • Experience with software such as Business Objects, MS Office Suite, Visio, PowerPlan, or Maximo.
  • Experience in Transmission Project Controls, Management, or Construction.
  • Experience working with a Regulated Utility Company, Coal Fired Generating Plants, or large complex engineering projects in fixed price and/or T&M environments.
  • Experience with Carolina East Transmission Project Controls and Eco Sys Forecasting Tool.
  • Experience with forecasting and budgeting on complex projects.
  • Knowledge of cost analysis, portfolio management, and schedule templates.
  • Proficiency with Oracle Primavera scheduling tool.
  • Experience leading schedule review meetings and schedule integration of multiple projects.
  • Knowledge of earned value techniques and schedule analysis.
  • Proven forecasting accuracy within +/- 15% variance over 6 months.
  • Advanced to expert level in Excel.
  • Demonstrated proficiency in project controls concepts, scheduling software, and spreadsheets.

Qualifications

  • Associates degree in Engineering, Project Management, Finance, Business or related field (for PCS-II).
  • Bachelor's degree in Business Administration, Engineering, Finance, or related field (for SrPCS).
  • High School/GED with additional years of experience as specified.
