About the Role

The Project Manager 2 will be responsible for assisting in the development of the Developmental Quality Improvement (DQI) project management office, collaborating with leadership and subject matter experts to ensure effective project management and operations for assigned projects. The role involves working closely with OPWDD's Enterprise Project Management Office and supporting various project activities within a fast-paced environment, emphasizing teamwork, communication, and organizational skills.

Key Responsibilities

  • Assist the Project Manager 3 and DQI Leadership in development, implementation, monitoring, and reporting for DQI's Project Management Office and project portfolio.
  • Develop or use existing project management plans and documents to coordinate and support project team activities.
  • Review project proposals or plans to define scope statements and document project requirements.
  • Determine project start and end dates and establish critical milestones within the project schedule.
  • Record and report on progress, update project documents, and compile reports on activity status.
  • Interact with stakeholders and coordinate project team activities to ensure project objectives are met.
  • Lead or facilitate project meetings, compile meeting summaries, and document next steps.
  • Design, develop, or refine templates and documents to support project management.
  • Organize and maintain project management library, tools repository, SharePoint and Teams sites.
  • Use electronic applications such as Outlook, Excel, Access, Project, SharePoint, Teams, IRMA, and DQIA as needed.
  • Learn and apply knowledge of DQI’s operations and functions to address project management responsibilities.
  • Assist in managing DQI’s responsibilities related to HCBS Waiver performance measure reporting.
  • Perform other duties as assigned.

Requirements

  • A bachelor’s degree and three years of professional experience in project management, including planning and at least three management process groups: origination, initiating, executing, controlling, and closing.
  • Experience developing project management deliverables such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans.
  • Excellent organizational, written, and verbal communication skills.
  • Comfort working with all levels of organizational hierarchy.
  • Knowledge of all phases of project management and effective tools and methods.
  • Flexibility and adaptability in a fast-paced environment.
  • Willingness to research and learn DQI’s functions, goals, and objectives.

Nice to Have

  • Completion of Project Management training.
  • Knowledge of quality improvement tools and methods.
  • Knowledge of OPWDD’s service system.
  • Current certification from PMI as a CAPM, PMP, PgMP, or PfMP.

Qualifications

  • Possess the minimum qualifications as established by the Department of Civil Service for this title.
  • Meet minimal mental and physical requirements with reasonable accommodations if necessary.
  • Have a current Eligibility Letter from the NYS Department of Civil Service.
