Job Description

About the Role

This position is located within the Executive Bureau, Division of Retirement Services at the Office of the New York State Comptroller. It is responsible for managing and directing all phases of project lifecycle activities, supervising staff, and supporting the achievement of project management objectives in a professional environment that values work/life balance, diversity, and continuous learning.

Key Responsibilities

  • Manage and direct all phases of the project lifecycle for assigned projects using project management methodologies.
  • Assist in defining project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility.
  • Develop and implement project management related documents such as project charters, roles and responsibilities, roadmaps, work breakdown structures, cost and budget estimates, risk plans, communication plans, change management plans, and implementation plans.
  • Develop a project schedule using MS Project, including defining tasks, identifying dependencies, assigning resources, estimating effort, identifying critical path, and controlling schedule.
  • Maintain all project documentation including meeting notes, decision points, and action items throughout the project lifecycle.
  • Identify potential risks and issues; facilitate problem resolution by determining or recommending and implementing risk mitigation strategies.
  • Proactively manage potential problems with project deliverables or timetables.
  • Manage changes to project scope, schedule, and costs using appropriate verification techniques.
  • Communicate with diverse staff and stakeholders involved or affected by the project.
  • Prepare status reports and provide updates to project stakeholders, sponsors, and champions.
  • Facilitate post-implementation reports and close-out processes.
  • Create action plans, processes, and procedures to support project management objectives.
  • Assist with developing metrics to evaluate progress towards project management goals.
  • Coordinate cross-divisional efforts to achieve project management objectives and seed project management skills in divisions.
  • Compile and organize project information to provide a historical record accessible to OSC project participants.
  • Supervise Project Manager 1, including developing performance expectations, providing coaching, managing workload, and ensuring adherence to policies.

Requirements

  • A bachelor's degree and three years of professional experience in project management, including planning and at least three management process groups.
  • Experience in developing project management deliverables such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans.
  • Demonstrated ability to prepare, understand, and interpret complex written materials and design curricula for diverse audiences.
  • Excellent oral, written, and interpersonal communication skills.
  • Ability to work independently and effectively in a team environment.
  • Experience working successfully on deadline-driven projects requiring accuracy and attention to detail.

Nice to Have

  • Current certification from the Project Management Institute such as CAPM or PMP.
  • Experience supervising staff or work activities.
  • Knowledge, skills, and abilities in project management and staff supervision.

Qualifications

  • Non-Competitive Qualifications: Bachelor's degree and three years of professional experience in project management.
  • Substitutions: A Juris Doctor, master's or higher degree in a related field can substitute for one year of experience; PMI certifications can substitute for multiple years of experience.
  • Competitive Minimum Qualifications: Currently reachable on the appropriate eligible list or eligible for transfer under Civil Service Law.
  • Promotion Qualifications: One year of permanent competitive or 55-b/55-c service as a Project Manager 1 (SG-18).
