The Project Manager II role involves performing project management responsibilities on small low-risk engineering, procurement, fabrication, and construction/construction management (EPFC/CM) projects or segments of larger projects, ensuring safety, quality, timeliness, and profitability while coordinating design, procurement, and construction activities.

Key Responsibilities

  • Verify with Project Director that Health, Safety and Environmental (HSE) is emphasized throughout all phases of the project
  • Review the Fluor contract and any relevant subcontracts
  • Collaborate in the preparation of the documents associated with the execution of all aspects of the project in accordance with contractual obligations, Fluor's Operating System Requirements (OSR), and the relevant Operating System Implementation Plan (OSIP)
  • Prepare draft for PD approval of the project baseline and ensure it is fully documented, updated throughout all project phases, and communicated to the Fluor project team
  • Support the Project Director to deliver the project in accordance with the project execution and commercial baselines
  • Participate in Fluor University courses for continued learning experiences
  • Utilize Knowledge Management processes to support and leverage relevant knowledge to enhance project execution
  • Support the projects by providing an environment for the development and professional advancement of project personnel, including training and development opportunities
  • Participate in sales and marketing efforts as requested
  • Perform other duties as assigned

Requirements

  • Accredited four (4) year degree or equivalent in applicable field of study and seven (7) years of work-related experience or a combination of education and directly related experience equal to eleven (11) years if non-degreed
  • Ability to communicate effectively with management, coworkers, clients, vendors, contractors, and other stakeholders
  • Job-related technical knowledge necessary to complete the job
  • Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
  • Ability to attend to detail and work in a time-conscious and time-effective manner
  • Participation in Fluor University courses for continued learning
  • Proof of U.S. citizenship is required
  • Experience as Project Engineer, Specialist, or in a significant project role such as Project Controls Lead or Contracts Lead, with at least five (5) years in such roles
  • Experience as a design or construction engineer on projects for at least three (3) years
  • Knowledge of project design, engineering, procurement, material management, construction, commissioning, start-up, and interfaces
  • Understanding of Project Controls and Finance including scheduling, progress measurement, risk management, change management, cost control, estimating, and reporting
  • Basic understanding of project funding and regulatory requirements including permitting
  • Proactive, goal-oriented, with problem-solving skills and ability to work in complex environments
  • Ability to set high standards of performance with responsibility and accountability
  • Mobility to relocate to site locations when necessary
  • Certification in project management (e.g., PMP) is suggested

Nice to Have

  • Jobsite experience and understanding of construction safety program
  • Experience in international locations and diverse cultural environments
  • Successful performance as a Project Manager on small jobs or significant roles on medium-sized projects
  • Completed in-house project management courses and external courses
  • Good knowledge of project design, engineering, procurement, material management, construction, commissioning, start-up, and interfaces
  • Experience with Project Controls and Finance tools such as GPM, PSR, PMAR, scheduling, risk assessment, and cost estimation

Qualifications

  • Four-year degree or equivalent in applicable field
  • Seven (7) years of relevant work experience or eleven (11) years combined education and experience if non-degreed
  • Experience as Project Engineer, Specialist, or in a similar project role
  • Experience in design or construction engineering
  • Project management certification (e.g., PMP) is recommended
