About the Role

The State of Maine Project Management Office (PMO) seeks a talented Project Manager with a strong project management background, adept facilitation skills, and responsive communication styles to support a broad portfolio of Maine's strategic initiatives across multiple agencies. The role involves managing several concurrent projects, supporting all sixteen agencies under the Executive Branch, and contributing to a culture of creativity and successful project execution in a supportive environment at the forefront of government innovation. This position offers a hybrid remote/onsite work arrangement in Augusta, Maine.

Key Responsibilities

  • Deliver results for small to mid-sized project initiatives within established timeframes and quality measures.
  • Identify project stakeholders and manage communication with the project stakeholders.
  • Consult business leaders to translate a project idea into a defined project with goals, objectives, and scope.
  • Develop and implement communication and reporting mechanisms to manage issues, risks, and the timely delivery of initiative results.
  • Translate project goals/objectives into a defined future state and project success measures understandable by stakeholders and project teams.
  • Ensure business needs and objectives are effectively captured in functional and non-functional business requirements for systems or processes.
  • Oversee business requirements to meet expected business solutions and trace the delivery of requirements through testing and final implementation.
  • Ensure project documentation is complete and current.
  • Articulate project management best practices with peer groups where applicable.
  • Proactively establish and maintain cooperative partnerships on current projects/deliverables.
  • Organize and guide the activities of the project team, directing resources and clarifying roles and responsibilities.
  • Prioritize tasks to meet deliverables and commitments on time, minimizing schedule delays.
  • Promote the benefits of change and act as a catalyst for organizational change.
  • Share project experience and mentor others to build project management skills.

Requirements

  • Strong project management background with experience managing multiple concurrent projects.
  • Ability to manage projects independently after a business case has been finalized.
  • Experience with defining project scope, dependencies, and approach following PMBOK standards.
  • Ability to develop and implement project plans, detect risks, and manage budgets.
  • Excellent communication skills, including articulating ideas clearly and managing stakeholder communication.
  • Proficiency with project management tools and software, including Microsoft Office Suite, Project, and Visio.
  • Strong leadership skills, including organizing teams, managing resources, and mentoring others.
  • Ability to influence policy and procedure changes and support operational business requirements.
  • Understanding of business requirement management and quality management.

Nice to Have

  • Familiarity and experience with business development, software operations, and technology/security initiatives.
  • In-depth knowledge of project management methodologies and SDLC (Software Development Life Cycle).
  • Experience with vendor management.
  • Knowledge of government organization structures.
  • Strong negotiation, facilitation, elicitation, and advisory skills.
  • Ability to effectively negotiate with business and IT partners on requirements and timeframes.
  • Advanced PC skills and familiarity with professional management tools.
