This candidate will be part of a 40+ person team made up of Project Managers, Teradata and Web Developers, Data Modelers, DBAs, Business Analysts and Report Analysts. Must be able to communicate effectively, verbally and in writing, with programmers, analysts, immediate supervisor, management, system users, operations, other State agencies and the private sector. You'll enjoy the flexibility to work remotely from anywhere within the U.S. as you take on some tough challenges.

Key Responsibilities

  • Builds and maintains extensive working relationships with the State and project stakeholders
  • Serves as the State's primary point of contact for project status, meetings, requirements, scope changes, financial, administrative, and technical aspects of the various Optum-supported applications
  • Resource management and staff performance
  • Validate activities comply with the project timeline and schedules
  • Ensure understanding of priorities, business needs, schedule, status, and deliverables amongst members of the business and technical teams
  • Manage day-to-day communication and ensure rapid resolution of requests and questions from business users and technical teams
  • Facilitate sessions with business and technical teams to understand business needs, identify and design solutions, and develop use cases
  • Ensure timely creation of formal documentation for Business, Functional and Technical requirements, Functional and Technical Design, and Use Cases
  • Identify enhancements and proactively communicate with application team and clients
  • Identify and initiate resolutions to user problems and concerns
  • Lead the team in solving complex and/or critical issues
  • Prepare written and visual materials for technical review meetings, approval sessions, and application demonstrations

Requirements

  • 7+ years of experience as a Project Manager
  • 5+ years of experience with all phases of SDLC
  • 3+ years of experience in Health Care/Medicaid field
  • 3+ years of experience in managing complex projects in a Matrix environment
  • 3+ years of experience with direct resource management and staff development
  • 2+ years of experience managing Agile Development projects
  • 2+ years of MS Project
  • Experience with tracing tools such as Jira or Helix
  • Proven solid presentation and facilitation skills
  • Demonstrated ability to manage project budgets, scope, resources, and schedule
  • Demonstrated ability to identify and proactively manage risk, ensure appropriate prioritization and communication of issues, and manage stakeholder communication
  • Ability to travel 20% based on client need

Nice to Have

  • Project Management Professional (PMP) Certification
  • Data Warehouse experience
  • SQL Assistant experience
