Job Description

About the Role

The Senior Program Manager will apply methods and maintain tools to track program, project, and task performance data, including cost, schedule, and performance data. The role involves supporting all facets of contract administration and delivery, interacting extensively with customer stakeholders, and managing multiple projects and initiatives to support the department's mission. The position is based in the USA DC Home Office and requires US citizenship and the ability to obtain a Security Clearance.

Key Responsibilities

  • Provide program management services on operations and maintenance and implementation initiatives.
  • Manage and lead multiple Task Orders and Task Order Leads as a cohesive large-scale program.
  • Support efforts through design, development, and implementation of organizational and technical initiatives.
  • Identify leading practices and operational improvements and create and assess performance measurements.
  • Apply data driven approach to optimize resources to improve productivity.
  • Collaborate with client to define future state vision, and plan and execute roadmap from current state to future state.
  • Generate milestone schedules to deliver functionality for target state of financial applications, and periodically provide updates on progress and deviations affecting schedule or quality.
  • Assess risks, constraints, and resources required to meet client objectives for each financial application.
  • Document requests via Action Items and develop materials to respond to these requests.
  • Prepare ad hoc and periodic (weekly, monthly, quarterly) presentations and reports and present them to stakeholder(s).
  • Capture and report on quantity-based performance metrics used to track core project functions for status reporting and invoicing.
  • Utilize professional judgment, critical thinking skills and research to improve program processes and resolve issues affecting program performance.
  • Manage the program's risk management process, on/off-boarding processes, status reporting, and support Action Item management.
  • Manage on-time submission of quality contract deliverables.
  • Manage program financials, including P&L responsibility, forecasts, ETC and EAC, and not-to-exceed funding ceilings.
  • Proactively engage support organizations for effective delivery of program services, such as Contracts management, Sub-Contracts management, Financial management, Human Resources, and Line of Business management.

Requirements

  • Bachelor's Degree in Computer Science, Information Systems, Engineering, Business, Management or other technically related discipline with 5 years of relevant experience with the federal government, or 8 years of relevant experience in lieu of a degree.
  • Must have 4+ years demonstrated experience in program management for enterprise business systems.
  • Experience with defining, implementing, and managing project processes.
  • Experience leading software development or business process automation projects or programs.
  • Experience managing contracts or task orders of similar scope, size, and complexity.
  • Demonstrated experience presenting to and engaging with client leadership (government SES level) and GDIT leadership (Sr. Director and VP levels).
  • Good team player, able to manage multiple assignments, and adapt to changing client needs.
  • Outstanding written and verbal communication skills with the ability to present to business leaders.
  • Must be able to obtain and maintain a Security Clearance (Public Trust) and successfully pass a thorough Government background screening process.
  • US Citizenship.
  • Hybrid role requiring presence at DC and Maryland customer sites.

Nice to Have

  • PMP certification.
  • Experience with Oracle, Hyperion, and/or Prism.

Qualifications

  • Bachelor's Degree in a relevant technical discipline or equivalent experience.
  • 10+ years of related experience.
  • US Citizenship.
