About the Role

Qualcomm Government Technologies (QGOV) is a division within Qualcomm that partners with the U.S. Government to bring innovative commercial technologies to the government space. The company is seeking a results-oriented Senior Program Manager to manage multiple projects of moderate complexity and support senior Program Managers in managing highly strategic, complex government programs. The role requires a technical background, strong program management skills, and the ability to communicate effectively with diverse audiences in a fast-paced, technical environment.

Key Responsibilities

  • Plan, monitor, and drive the program from initiation through delivery to ensure milestones and objectives are achieved on time within budget.
  • Create, maintain, and manage program schedules, milestones, and budgets.
  • Lead internal or customer program reviews.
  • Create presentations, write reports, and develop other contract deliverable documents.
  • Lead proposal teams to develop estimates and prepare responses to customer RFPs.
  • Understand the scope, requirements, and interdependencies of assigned programs.
  • Establish regular communications with upper management and stakeholders regarding program status, schedule trends, risk management, and mitigation actions.
  • Interface with Engineering, Contracts, Finance, Procurement, Strategic Development, and other internal groups to ensure alignment and program success.
  • Perform duties necessary to ensure successful program execution, including tracking projects with GANTT charts and implementing Agile methodologies such as JIRA, Scrum, or Kanban.

Requirements

  • Bachelor's degree in Engineering, Computer Science, or related field.
  • 4+ years of Program Management or related work experience.
  • Must be a U.S. citizen and eligible for a U.S. Government security clearance.
  • Excellent interpersonal, teamwork, and organizational skills.
  • Proven program/project management skills with emphasis on timely delivery.
  • Ability to discuss project approach and execution strategies.

Nice to Have

  • A current or recent Top Secret (TS/SI) security clearance.
  • Master's degree in Engineering, Computer Science, or related field.
  • 7+ years of Program Management or related work experience.
  • 3+ years of experience interacting with senior leadership (Director level and above).
  • 2+ years of experience working in a large matrixed organization.
  • 2+ years of experience with program management tools such as dashboards, Gantt charts, etc., and Microsoft Office applications.
  • Experience with government contracting and classified government programs.
  • Experience with Confluence, JIRA, and Agile methodologies (Scrum and Kanban).
  • Experience creating government proposal estimates, cost, and technical volumes.
  • Knowledge of wireless telecommunications and digital signal processing communities.
  • Certifications such as PMP and CSM.

Qualifications

  • Bachelor's degree in Engineering, Computer Science, or related field.
  • 4+ years of Program Management or related work experience.
