About the Role

The Department of Early Education and Care (EEC) is developing a new credentialling system to attract and retain educators, provide clear pathways for advancement, and support ongoing professional learning. The Senior Workforce Support Project Manager will support EEC leadership by managing the planning and implementation of activities essential to developing and delivering an effective, modern, and efficient credentialing system. This role involves working with EEC and external stakeholders to ensure successful project execution aligned with the department's vision for educator credentialing and service delivery transformation.

Key Responsibilities

  • Managing interdependencies across project work streams and activities to ensure they are completed in a timely fashion
  • Tracking statuses and roadmaps of project work streams and ensuring visibility and alignment among project teams and stakeholders
  • Supporting the design and implementation of new business processes to enable operationalization of the new credential
  • Finalizing the project plan aligned with the future state vision for the educator credential system and establishing project governance and tracking mechanisms
  • Developing a project roadmap based on documented and prioritized future state functionality with phased deployments
  • Identifying instances where workstreams or vendors are at risk of mis-aligned design decisions or implementation approaches, articulating options, and escalating key questions to decision makers
  • Supporting division leadership in developing policies and procedures for smooth implementation and recommending longer-term changes to regulations, business processes, staffing, and data interfaces
  • Supporting the design of materials for working sessions to review and refine credential business requirements
  • Managing the transition to the new credential system, including supporting communications, training, and procedural changes

Requirements

  • 5 years of project management experience
  • Understanding of rules and regulations governing the Department of Early Education and Care and the needs of the early educator and out-of-school time workforce
  • Working knowledge of and exposure to public sector IT systems
  • Expert knowledge of project management principles and practices
  • Ability to create and manage change, including redefining processes to focus on user experience
  • Ability to set priorities and implement strategies
  • Strong collaboration and facilitation skills among stakeholders with conflicting priorities
  • Ability to review and analyze data and research on early education and care trends
  • Experience in leading complex planning, service provision, coordination, and program monitoring
  • Bachelor's degree or higher in Business Administration, Business Management, Public Policy, Political Science, Human Services, or related field, or equivalent work experience

Nice to Have

  • Experience with public sector IT systems
  • Knowledge of early education and care regulations and workforce needs
  • Experience with change management and process redesign

Qualifications

  • Bachelor's degree or higher from an accredited college or university in a related field or equivalent work experience
