Sr. Program Manager

About the Role

Key Responsibilities

• Act as primary customer interface for all program aspects and lead program reviews to discuss technical, cost, and schedule activities.
• Create program plans including the development of Work Breakdown Structure (WBS) and Integrated Master Schedule (IMS) for management of scope to ensure alignment with contract requirements, budgets, and internal commitments.
• Monitor and assess program performance against plan (schedule and financial), identify risk and scope changes, develop and implement corrective actions, and maintain MS Schedule regularly.
• Control expenditures per the project budget and report monthly on project budget to actual performance via the Estimate to Complete (ETC) process.
• Understand the role and responsibility of each program team member, and establish a common understanding among team members on scope, schedule, and financial objectives through effective communication and leadership.
• Work with functional managers to develop program resource plans and direct assigned program resources.
• Collaborate with Business Development, Engineering, Operations, and Finance departments to support proposal efforts, contract negotiations, and awards.

Requirements

• Minimum of 10 years of Project Lead experience with Department of Defense customers.
• S/B.A. in Engineering, Science, Mathematics, or equivalent.
• Proven track record of managing programs with challenging technical, schedule, and cost requirements, as well as complex customer and subcontractor relationships.
• Hands-on experience creating and maintaining plans in MS Project.
• Excellent people and leadership skills capable of leading a multidisciplinary technical team and fostering collaboration.
• Strong customer management skills to meet customer needs without scope growth.
• Ability to perform scope/requirements analysis and translate customer wants into top-level scope and requirements.
• Experience working with subject matter experts to develop estimates for duration and cost.
• Ability to develop and maintain schedules and budgets, including creating WBS, translating it into MS Project schedules, and identifying budgets for work packages.
• Excellent computer skills with proficiency in Windows, Microsoft Office Suite, Microsoft Project, Deltek CostPoint or similar MRP/ERP systems, Jira, Windchill.
• Strong analytical, organizational, and project management skills with attention to detail.
• Experience executing programs using Earned Value Management.
• Strong written and verbal communication skills, with the ability to promote collaboration.
• Exceptional leadership and decision-making skills.
• Willing and able to travel up to 15%.

Nice to Have

• Experience managing with Earned Value Management Systems (EVMS).
• Program Management Professional (PMP) certification.
• Familiarity with Agile methodology.

Qualifications

• 10+ years of project lead experience with DoD customers.
• B.A. in Engineering, Science, Mathematics, or equivalent.
