This position is responsible for initiating and completing routine aspects of project control assignments, using prescribed methods and tools. It performs complex project forecasting, cost alignment to schedules, cost analysis, variance analysis, budgeting, trending and burn rates, change control, and cost control while reporting up to program or portfolio level. Supports Project Managers on varying size projects and is expected to perform responsibilities with minimal oversight. The role requires technical expertise in project controls principles, procedures, and software tools, with advanced Excel skills and the ability to work with large, complex data files.

Key Responsibilities

  • Generate periodic project controls reports (monthly, quarterly, and ad-hoc). Responsible for gathering, verifying, validating, and analyzing data in support of project controls reporting. Responsible for distributing and archiving project controls reports as appropriate.
  • Perform Change Control. Track and manage changes to the project scope and cost baseline. Identify, assess, gain approval for, and distribute change requests, change notices and/or change orders in a manner compliant with internal governance standards and terms and conditions of relevant contracts.
  • Assist in scheduling and carrying out benchmarking and self-assessment initiatives relevant to project controls and the types of projects typically managed by the project controls group. Identify and communicate improvement opportunities, adoption of best practices, and countermeasures to address gaps in performance.
  • Maintain cost estimates, track and trend cash flow reports, change control documentation, and reports associated with project controls. Track and report project status, perform variance and data analyses appropriate for the project.
  • Work with Estimator(s) to create or update project cost estimates to establish effective cost controls. Ensure estimates include all necessary materials, labor rates, equipment, and current industry data relative to project scope. Manage estimates according to Project Management Center of Excellence Estimating Standard and review cycle.
  • Maintain effective relationships with customers, support resolution of quality issues, and complete assignments such as proposals, project tasks, and reports. Demonstrate proficiency in conflict resolution and reaching win-win outcomes among team members.

Requirements

  • Bachelor's degree in Business Administration, Engineering, Finance, or Project Management.
  • 5 years of related work experience.
  • In lieu of Bachelor's degree, High School/GED and 9 years of related work experience.
  • Advanced to expert level experience in Excel.
  • Working knowledge of project controls principles, procedures, and associated software tools.
  • Ability to identify problems, develop solutions, and work with large and complex data files.

Nice to Have

  • Masters degree in Project Management, Business, or Finance.
  • 10 years of related work experience.
  • Project Management Professional and/or Certified Associate of Project Management.
  • Experience with Carolina West Transmission Project Controls and schedule templates.
  • Proficiency with Oracle's Primavera scheduling tool.
  • Experience leading schedule review meetings and building/updating project schedules.
  • Knowledge of schedule integration, earned value techniques, and project controls concepts.
  • Experience using software such as Business Objects, MS Office Suite, Visio, PowerPlan, Maximo, EcoSys.
  • Experience in Transmission Project Controls, Management, or Construction.
  • Experience working with regulated utility companies or large complex projects in fixed price or T&M environments.
  • Program or project risk control experience.
  • Understanding of the Project Management Center of Excellence project lifecycle.
  • Database and reporting experience.

Qualifications

  • Bachelor's degree in relevant field or equivalent work experience
  • 5 years related work experience or 9 years with High School/GED
  • Advanced Excel skills
