About the Role

Applications Project Manager (Public Service Administrator, Option 3) is a role within the State of Illinois' Department of Innovation & Technology (DoIT). The position involves leading and overseeing the planning, development, implementation, and support of agency-wide applications, data systems, and digital infrastructure for the Department of Commerce & Economic Opportunity (DCEO). It supports strategic coordination, project execution, procurement oversight, and systems development to enhance agency programs and goals. The role also includes administering project portfolios as part of business analysis and process re-engineering efforts, contributing to a dynamic, creative, and problem-solving environment within the state government.

Key Responsibilities

  • Develops, implements, and maintains the Agency Applications and Systems Development, and other interfaces within the Agency.
  • Serves as a working supervisor overseeing project teams and activities.
  • Coordinates points of intersection between DoIT initiatives and related Agency initiatives regarding reporting, monitoring, and knowledge base maintenance.
  • Coordinates development and submission of procurement documents such as charters, requirements, business cases, and RFPs for contractual assistance.
  • Prepares comprehensive written and verbal reports for supervisors, CIO, and senior management.
  • Assists in preparing audit responses, interacts with outside entities, and coordinates activities with trusted partners.
  • Participates in interview teams for hiring new staff and performs other duties within scope as assigned.

Requirements

  • Knowledge, skill, and mental development equivalent to completion of four years of college with courses in management information systems, data processing, telecommunications, or related IT fields.
  • Prior experience of at least three years in administrative roles within management information systems, data processing, telecommunications, or related IT fields in a public or business organization.
  • Three years of professional experience managing project portfolios, including business analysis and process re-engineering with demonstrated operational improvements.
  • Three years of experience managing, planning, and overseeing full lifecycle development of complex systems.
  • Three years of applying Project Management Professional methodologies or equivalent frameworks to manage all phases of IT project delivery, including procurement, scope, scheduling, resources, budgeting, risk, quality, and stakeholder communication.

Nice to Have

  • Experience developing and delivering executive-level reports, data dashboards, and visualizations.
  • Supervisory and mentoring experience with IT professionals, including performance management and staff development.
  • Experience coordinating development, submission, and management of IT procurement documents and participating in vendor evaluations.
  • Ability to analyze data and business processes, exercise sound judgment, and develop practical solutions.
  • Effective verbal and written communication skills for presenting complex technical information.

Qualifications

  • Four-year college degree with courses in management information systems, data processing, telecommunications, or related fields.
  • At least three years of professional experience in managing IT project portfolios, systems development, and applying project management methodologies.
