About the Role

ICF's Disaster Management Division is seeking an experienced CDBG-DR Project Manager to support North Carolina on recovery from Hurricane Helene by managing disaster recovery programs and projects. This is a senior-level, full-time, benefits-eligible position based in North Carolina, with expected travel throughout the state and remote work-from-home. The role involves supporting infrastructure, economic revitalization, and public services programs, leveraging expertise in HUD's CDBG-DR programs, and leading large-scale disaster recovery initiatives to make a meaningful impact in disaster-affected communities.

Key Responsibilities

  • Work onsite and remotely with senior staff, subject matter experts, and junior staff to support state and local government clients.
  • Provide technical assistance and guidance, develop policies and procedures, and design and implement programs for post-disaster recovery.
  • Support infrastructure, economic revitalization, and public services programs.
  • Serve as an expert on policy and regulatory issues.
  • Develop written materials and management/job aid tools.
  • Manage staff and subcontractors.
  • Work directly with the client to creatively prevent and solve issues.
  • Lead the development, coordination, and operation of various large, complex CDBG-DR funded programs.
  • Serve as the direct interface with state/local client agencies, including high-level officials and senior program staff.
  • Lead coordination and control over execution of all programs' activities, schedule, budget, and scope including monthly forecasting and project management reporting.
  • Lead all necessary high-profile, program-wide public presentations and meetings, subrecipient meetings, and stakeholder meetings.
  • Lead, coordinate, and evaluate the performance of all project staff.
  • Monitor program performance status and establish tools for control over program results.
  • Maintain understanding of all applicable program policies, requirements, procedures, and regulatory compliance for CDBG-DR and similar programs.
  • Ensure all program participants are aware of policy changes.
  • Manage multiple subcontractors simultaneously.
  • Serve as the key project interface with ICF leadership, delivering updates on milestones and challenges, and using data-driven reporting to inform decisions.

Requirements

  • Bachelor's degree.
  • 2+ years of project management experience with federally funded projects.
  • 5+ years of experience managing complex cross-functional teams to achieve high levels of production, meet deadlines, and deliver compliant, quality work products while managing client relationships and project profitability.
  • 5+ years of in-depth, hands-on knowledge of the CDBG/CDBG-DR programs, regulations, and implementation.
  • 2+ years of disaster recovery experience at the grantee level or with a consulting firm working directly with CDBG-DR grantees.
  • Able and willing to travel (flight/vehicle) for program needs, including limited overtime.
  • Must have a valid U.S. driver's license and pass a Motor Vehicle Records (MVR) check.

Nice to Have

  • Certification as a Project Management Professional (PMP).
  • Experience with FEMA and other disaster recovery funding mechanisms and federal regulations.
  • Business capture, development, and proposal writing experience.
  • Experience working with state and local governments on rebuilding efforts after natural disasters.
  • Ability to monitor program activities for quality control and federal audits.
  • Ability to formulate strategies for creative, profitable solutions.
