Job Description

About the Role

The Data Analyst 1 will work in the Office of Public Health's Vital Records in the Data Management and Analytics Unit. In this role, they will be responsible for transforming available data into meaningful insights, reports, and visualizations to support the Department of Health's efforts to improve NYS's vital records process and overall health quality. The position involves utilizing data mining, data engineering, data cleaning, data modeling, natural language processing, and machine learning techniques, as well as analytical programming languages, statistical computations, and visualization software. The incumbent will present results through visualizations, summaries, and reports to aid decision-making.

Key Responsibilities

  • Transform data into meaningful insights, reports, and visualizations for use by the Department of Health.
  • Utilize data mining, data engineering, data cleaning, data modeling, natural language processing, and machine learning to analyze data sets.
  • Use analytical programming languages, statistical and mathematical computations, and visualization software to analyze and interpret data.
  • Present results through visualizations, summaries, and reports to stakeholders.

Requirements

  • Bachelor's degree in data or computer science, informatics, economics, statistics, mathematics, or a related field.
  • Satisfactory completion of a two-year traineeship or two years of experience in data visualization, statistical models, and data mining tools.
  • Proficiency in languages such as SQL, Python, R, or SAS (minimum of 2 years preferred).
  • Experience with visualization software such as Tableau, SAS BI, or Power BI.
  • Experience with machine learning and predictive analysis.
  • Knowledge of data engineering processes like data infrastructure design, building data pipelines, cloud integration, and computing.
  • Strong communication skills, including the ability to explain technical topics to non-technical stakeholders.

Nice to Have

  • Experience in public health research utilizing peer-reviewed journals, large demographics, and public health program data.
  • Ability to analyze and interpret results for drawing conclusions and making recommendations.
  • Experience in selecting and adapting new technologies and AI tools.

Qualifications

  • Bachelor's degree in a relevant field; master's or Ph.D. may substitute for experience as specified.

Benefits & Perks

  • Full-time employment with salary range from $66,951 to $85,138 annually.
  • Telecommuting options.
  • Contingent permanent appointment.
  • Work hours from 9 AM to 5 PM, Monday through Friday, with no flextime or compressed workweek.
  • Travel throughout New York State, including overnights.
