Job Description

About the Role

The Department of Technology, Management and Budget (DTMB) supports the business operations of state agencies through a variety of services, including building management and maintenance, information technology, centralized contracting and procurement, budget and financial management, space planning and leasing, construction management, motor vehicle fleet operations, and oversight of the state retirement systems. This position provides oversight, leadership, accountability, and project management functions for large, complex projects that typically involve vendor participation, complex schedules, and system integration. The role ensures adherence to the State of Michigan project management methodology (SUITE), performs long-term release planning, interacts with project teams on budget, quality, and schedule, escalates issues to executives, and exercises project quality control to meet scope expectations.

Key Responsibilities

  • Provide oversight, leadership, and accountability for one or more large, complex projects.
  • Manage projects that utilize vendor participation, have durations longer than 6 months, involve 20 or more team members, and have medium to high risk.
  • Ensure project activities are consistent with the State of Michigan project management methodology (SUITE).
  • Perform long-term release planning based on organizational direction.
  • Interact regularly with project management teams to monitor status of budget, quality, and schedule.
  • Escalate issues and risks as needed to executives.
  • Exercise project quality control activities to ensure project scope expectations are met.

Requirements

  • Thorough knowledge of Project Management principles, concepts, and practices.
  • Thorough knowledge of system development methods for new systems and enhancements to existing information systems.
  • Thorough knowledge of data communications and information systems hardware and software.
  • Ability to work in a team environment involving matrix organizations.
  • Ability to resolve conflicting high-priority requirements.
  • Ability to communicate needs effectively and build consensus.
  • Possession of a bachelor's degree with at least 21 semester credits in relevant fields such as computer science, data processing, or project management.
  • Three years of professional experience equivalent to an IT project coordinator.
  • Possession of a Project Management Professional (PMP) certification, or a Certified Associate in Project Management (CAPM) and/or Agile Certified Practitioner (PMI-ACP) certification may substitute for experience.
  • Possession of SUITE Certification may be substituted for 2 educational credits.
  • Must complete the IT Program/Project worksheet and attach it to the application.
  • Must attach a detailed resume and cover letter to the application.
  • Candidates must complete the Michigan State Police background check, including fingerprinting.

Nice to Have

  • Possession of a PMP, CAPM, or PMI-ACP certification.
  • Possession of SUITE Certification.

Qualifications

  • Bachelor's degree with relevant credits.
  • Three years of professional experience in IT project coordination.
  • Project Management Professional (PMP) or related certifications preferred.
