IT Program Manager

About the Role

Key Responsibilities

• Leading Lean Agile development teams, including generating sprint plans.
• Managing the full lifecycle of technical projects and software development.
• Translating agency requirements into system requirements and defining MVPs, features, and user stories within an Agile framework.
• Meeting schedule and delivery commitments within budget constraints.
• Developing and maintaining long-term and strategic objectives to ensure future end-user requirements are satisfied.
• Using Jira to manage backlogs, portfolios, products, and sprints.
• Monitoring progress of multiple concurrent projects and requirements.
• Recommending or implementing corrective actions as needed.
• Identifying, managing, and mitigating project risks.
• Communicating complex technical ideas to diverse audiences through briefings and reports.
• Coordinating with reporting systems for system status notifications and deployment approvals.
• Participating in all Lean Agile scrums, sprints, and grooming sessions.
• Collaborating with security, testing, and other teams to support system deployment and maintenance.
• Creating and maintaining Jira tickets, project slides, and reports.
• Ensuring applications and services are up-to-date and have current A&A accreditation.
• Estimating deployment costs and coordinating problem resolution, resource requirements, and task clarification.

Requirements

• Demonstrated experience leading Lean Agile development teams and generating sprint plans.
• Experience in technical project management with full lifecycle software development.
• Ability to translate agency requirements into system features and user stories.
• Experience using Jira for backlog and sprint management.
• Proficiency in monitoring multiple projects and requirements simultaneously.
• Experience with risk management, identification, and mitigation.
• Ability to communicate technical concepts to varied audiences.
• Experience with cloud environments such as AWS or Azure.
• Understanding of cost estimation for system deployment.
• Experience coordinating with security, testing, and other operational teams.
• Knowledge of change and configuration management processes and tools.
• Active relevant certifications such as PMP, PMI-ACP, CSM, MCP, PPM, or DPPM.
• Experience participating in Agile ceremonies and developing strategic objectives.

Nice to Have

• Recent experience with the agency's Lean Agile methodology.
• Managing top-line charts, sprint burn-up charts, and sprint goals.
• Experience with agency data repositories like Segmentation, Service, SecOps Pipeline, and Jira Workflow.
• Understanding of cloud environments such as AWS or Azure.
• Experience estimating deployment costs and ensuring application security and accreditation.

Qualifications

• Active security clearance (TSSCI FS polygraph).
• US citizenship.
