About the Role

The IT Program Manager at ICF is responsible for leading and coordinating multiple software implementation projects, with a focus on Appian-based solutions. This role involves driving successful delivery of enterprise applications, ensuring projects are completed on time, within scope, and aligned with strategic business goals. The position requires managing cross-functional teams and serving as a key link between business needs, architectural vision, and software execution. It is a hybrid/onsite role based in or near Baton Rouge, Louisiana, contingent upon contract award.

Key Responsibilities

  • Lead the planning, execution, and delivery of multiple concurrent ICF grantTRAX software implementation projects (Appian based).
  • Partner with business units, technical teams, and vendors to define project scope, objectives, and success criteria.
  • Develop and maintain comprehensive project plans, timelines, resource allocations, and risk mitigation strategies.
  • Track program budgets, manage vendor contracts, and allocate resources effectively.
  • Establish program governance, provide regular updates to leadership, and ensure transparency in progress, risks, and issues.
  • Proactively identify and mitigate risks, resolve issues, and ensure project continuity.
  • Coordinate cross-functional teams, including Appian architects, developers, business analysts, and QA teams.
  • Provide senior leadership over Agile/Scrum ceremonies (e.g., sprint planning, stand-ups, retrospectives).
  • Provide final oversight and quality assurance on deliverables, reports, and briefing materials.
  • Monitor technical progress, resolve project roadblocks, and ensure quality standards are met.
  • Prepare and deliver status reports, project updates, and executive briefings.
  • Manage internal and external stakeholders to ensure clear communication, alignment, and satisfaction.
  • Ensure compliance with security, regulatory, and performance standards throughout the development lifecycle.
  • Support change management efforts to facilitate user adoption and process transformation.

Requirements

  • Bachelor's degree in Information Technology, Computer Science, Business Administration, or related field.
  • Minimum 7 years of experience in IT program/project management, including enterprise software implementations.
  • At least 3 years of experience managing Appian implementation projects.
  • Project management professional (PMP) or equivalent certification.
  • Experience with managing software projects, preferably in enterprise or government environments.
  • Proficiency with project management tools such as Jira, Confluence, MS Project.
  • Strong leadership, communication, and stakeholder management skills.
  • Excellent organizational, analytical, and critical thinking skills.
  • Ability to work independently and manage multiple projects simultaneously.

Nice to Have

  • Experience managing IT projects within Disaster Recovery and CDBG-DR domains.
  • Prior experience leading IT projects in federal or state government environments.
  • Experience working with Louisiana state and local government agencies.
  • Strong understanding of DevOps and Security best practices.
  • Knowledge of modern, cloud-based technology platforms.
  • Skill in managing multiple projects, deadlines, and stakeholder interests with timeliness and accuracy.

Qualifications

  • Bachelor's degree in relevant field.
  • 7+ years of IT program/project management experience.
  • 3+ years managing Appian implementation projects.
  • PMP or equivalent certification.
