About the Role

The IT Project Manager (Public Service Administrator 3) supports the Department of Innovation & Technology (DoIT) by leading all aspects of IT application project management, including planning, execution, evaluation, and integration of generative AI solutions. The role involves overseeing complex application development, providing technical guidance, supervising staff, and serving as a liaison to the Department of Labor. The position is based in Springfield, Illinois, and offers a comprehensive benefits package with opportunities for career advancement within the State of Illinois.

Key Responsibilities

  • Serve as the IT Projects Manager for the Department of Innovation & Technology supporting the Department of Labor, organizing, planning, executing, controlling, and evaluating project management functions for IT Application projects.
  • Coordinate, review, and control complex application development and installation for the agency.
  • Serve as a working supervisor, overseeing staff by assigning tasks, reviewing work, and conducting performance evaluations.
  • Act as a liaison to the Department of Labor, monitoring long-range and annual IT plans to ensure alignment with agency resource needs and priorities.
  • Collaborate with DoIT's Office of Learning and Employee Development to assist with planning, development, and coordination of training events, conferences, and development programs for staff.
  • Keep abreast of new developments in the information technology field through continuing education, meetings, seminars, and conferences.
  • Perform other duties as assigned within the scope of the role.

Requirements

  • Knowledge, skill, and mental development equivalent to successful completion of four (4) years of college with coursework in management information systems, data processing, or telecommunications or a related field.
  • Prior experience of at least three (3) years of progressively responsible administrative experience in management information systems, data processing, or telecommunications in a public or business organization.
  • Three (3) years of professional experience leading large-scale enterprise IT application development projects using methodologies such as Agile, Portfolio Management, IT Governance, or SDLC.
  • Three (3) years of professional experience utilizing project management tools such as Azure DevOps, MS Project, MS SharePoint, and MS Visio.
  • Three (3) years of professional experience documenting business processes, workflows, and technical procedures for IT systems.
  • Certification as a Project Management Professional (PMP) or equivalent project management certification is preferred.

Nice to Have

  • Extensive knowledge of applying generative AI or advanced automation technologies to improve business processes or system performance.
  • Ability to communicate complex technical information clearly and effectively.
  • Experience working with executive leadership to evaluate IT requirements and develop plans.
  • Experience supervising IT teams, including assigning work, monitoring performance, and conducting evaluations.

  • Four (4) years of college coursework in management information systems, data processing, or telecommunications or a related field.
