Job Description

About the Role

The Lead Program Manager for Client is responsible for managing the development, construction, and transition to operation of a Liquid Natural Gas Facility. This role involves leading the project team, coordinating with various stakeholders including EPC contractors, Owner's Engineer, and Engineer of Record, and ensuring project delivery using established program and project management methodologies.

Key Responsibilities

  • Manage the development, construction, and transition to operation of the LNG facility utilizing Program and Project Management methodology and processes.
  • Lead the project team, coordinate with EPC contractor, Owner's Engineer, Engineer of Record, and other stakeholders.
  • Utilize project management methodologies (based on PMI Standards) to achieve scope, schedule, and cost objectives while managing risks.
  • Support program and project governance reviews.
  • Establish and manage project costs, resources, performance measurements, timelines, and deliverables using project management tools.
  • Perform cost/benefit analysis and assess project feasibility.
  • Determine appropriate project resource and staffing skillsets, including strategies to reduce overall project risk.
  • Manage project contracts, prepare RFPs, evaluate responses, participate in negotiations, interpret contract language, and handle finances.
  • Develop and execute communication and stakeholder management plans, including reporting project status, risks, and progress.
  • Ensure training needs are met for project team members and users.
  • Oversee smooth project transition to operational teams, including training, documentation, work order closure, and financial reconciliation.
  • Utilize organizational change management methodology within project management.
  • Communicate effectively both verbally and in writing.
  • Use computer software programs such as email, word processing, spreadsheets, and project management tools.
  • Work under the supervision of a manager or director.

Requirements

  • Bachelor's Degree with emphasis in project management, engineering, or related area.
  • Project Management Professional (PMP) Certification.
  • 15 years of professional experience in program or project management managing multiple large projects.
  • Demonstrated experience managing Client projects.
  • Understanding and utilization of PMI Standards for project delivery.
  • Effective interpersonal, verbal, and written communication skills.
  • Ability to work in a diverse work environment.

Qualifications

  • Bachelor's Degree in project management, engineering, or related field.
  • PMP Certification.
