About the Role

The role of Programme Insights Lead involves using data analysis, collection, and processing to develop an evidential base for our work in development and humanitarian sectors, influencing stakeholders, and supporting organisational growth. The position requires managing an efficient department, working across the Programme and Portfolio department, and ensuring data is disseminated effectively for learning and practice improvement.

Key Responsibilities

  • Run an efficient department within PIE and collaborate across the Programme and Portfolio department to influence other functions and departments.
  • Support programme managers and other staff in their responsibilities towards data collection, analysis, and use.
  • Ensure that data is disseminated in a way that it can be used effectively and that lessons learned are incorporated into organizational practices.
  • Develop and maintain systems for data management, analysis, and reporting to support evidence-based decision making.
  • Lead efforts to build technical capacity within teams related to MERL, data management, and analysis.
  • Ensure compliance with safeguarding and gender equality policies, including proper induction of team members and embedding policies into daily work.

Requirements

  • Master's degree in Monitoring & Evaluation, Statistics, Development Studies, Gender Studies, or a related field.
  • Minimum of 7 years of progressively responsible experience in MERL, Program Quality, Data Management, or a similar role within the development or humanitarian sector.
  • At least 3 years of managerial experience supervising staff and building technical capacities.
  • Proven experience working with international non-governmental organizations (INGOs), ideally within a country office context.
  • Experience working in fragile, complex, or low-resource settings, preferably in Ethiopia, including navigating security concerns and operational challenges.
  • Experience across thematic areas relevant to Plan International such as Protection, SRH, education, WASH, health, or livelihoods.

Nice to Have

  • Experience leading or mentoring M&E/Quality teams.
  • Understanding of operational complexities and reporting requirements of INGOs.
  • Experience in navigating security concerns and cultural diversity in fragile settings.
