The Project Controls Specialist II (PCS-II) is responsible for developing analytical systems for routine project controls assignments, supporting project estimating, budgeting, forecasting, change analysis, and cost control. This position supports the Project Control Supervisor and Project Managers on various projects and programs, leading or reviewing project controls status, and mentoring PCS I positions.

Key Responsibilities

  • Develop and generate periodic project controls communications and routine analytics for business unit communication.
  • Lead data collection, verification, validation, and analysis to support project controls communications.
  • Distribute and archive project controls reports as appropriate.
  • Provide presentation-quality reports and communications to project and management teams, and present when needed.
  • Lead and perform change control by tracking and managing changes to project scope and cost, including identifying, assessing, gaining approval, and distributing change requests, notices, or orders.
  • Support team in audit reviews and communications.
  • Coordinate project controls benchmarking and self-assessment initiatives, including scheduling and addressing performance gaps.
  • Develop and maintain common Work Breakdown Structures (WBS), cost estimates, cash flow tracking systems, change control management, and related communications.
  • Support systems to track and communicate project status, perform analyses, and develop project estimates describing scope and cost details.
  • Ensure estimates address project scope, materials, resources, labor, owner-furnished equipment, engineering, contract costs, industry data, and risks.
  • Maintain effective relationships with customers, support resolution of quality issues, and complete assignments within budgets and schedules.

Requirements

  • Associates degree in Engineering, Project Management, Finance, Business, or related field AND at least 2 years of related work experience.
  • Or High School/GED AND at least 5 years of related work experience.
  • Proficiency/expertise with project management and project controls concepts, computer applications, and analytics.
  • Strong collaborative team skills.
  • Proficiency in project management tools such as MS Project, Primavera, PowerBI, PowerPlan, Emax, Peoplesoft, and MS Office Suite.
  • Ability to work in high-pressure situations and meet strict deadlines.
  • Strong ability in prioritizing tasks while maintaining operational excellence.

Nice to Have

  • Master's degree in Project Management, Business Administration, or Finance.
  • Project Management Professional (PMP) and/or Certified Associate of Project Management (CAPM) and/or AACE certifications (PSP, CEP, CCC, EVP) and/or PMI-SP.
  • Experience with risk management tools and Monte Carlo analysis.
  • Experience with distribution project controls.

Qualifications

  • Proficiency/expertise with project management / project controls concepts / computer applications / analytics.
