About the Role

This position is located within the Portfolio Management Office (PMO) of the NYS Department of Labor (DOL). The PMO will work with various groups within DOL on inter and intra-unit projects. The role involves project and portfolio management, developing detailed scope statements, documenting project requirements, eliciting business goals, balancing resource options, developing project schedules, managing project budgets, designing quality metrics, developing communication plans, compiling reports, coordinating activities, identifying risks, managing contracts, making schedule change decisions, analyzing project performance, conducting training, and leading project analysis sessions. Key Responsibilities

  • Develop detailed scope statements and document project requirements by eliciting business goals, information needs, and priorities from end users and subject experts.
  • Create and manage project schedules, including identifying and scheduling deliverables, milestones, and tasks using project scheduling software.
  • Manage project budgets using cost estimating tools and design quality metrics to analyze project performance.
  • Develop project communication plans and compile detailed project reports to communicate status to stakeholders.
  • Coordinate activities of project staff, identify risks and their impacts, and manage contract relationships.
  • Make decisions regarding changes in project schedules and perform tasks to advance the programmatic goals of the PMO.
  • Analyze project performance within the portfolio, conduct project close-outs, and lead training on advanced project management topics such as quality management and risk analysis.

Requirements

  • A bachelor's degree and three years of professional experience in project management, including planning and at least three management process groups: origination, initiating, executing, controlling, and closing.
  • Experience developing project management deliverables such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans.
  • Current certification from the Project Management Institute as a Certified Associate in Project Management (CAPM) or Project Management Professional (PMP).
  • Ability to develop and maintain relationships across diverse stakeholders.
  • Experience with project scheduling software and project management tools.

Qualifications

  • Minimum qualifications include a bachelor's degree and three years of professional project management experience or current certification from PMI (CAPM or PMP).
  • For NY HELPS program, experience must include planning and management process groups, development of project management deliverables, or certification.
  • Current Department of Labor employees must have at least one year of relevant service or be reachable on the current Project Manager 2 eligible list.
  • Promotion or transfer eligibility based on specific service and position criteria.
