About the Role

The Project Manager/Program Manager at Fluor is responsible for the overall direction and performance of construction planning operations in their assigned department. They ensure work is performed in conformity with project requirements, site standards, and goals, supporting a lean and innovative program that emphasizes collaboration, waste elimination, and continuous improvement. The role involves managing construction planning activities from project initiation through closeout, fostering a collaborative environment, and supporting project execution in a dynamic, evolving company culture committed to innovation and building a better world.

Key Responsibilities

  • Responsible for the overall direction and performance of construction planning operations to ensure conformity with project requirements, site standards, and goals.
  • Manage, monitor, and control the construction planning organization and its functions in a Lean IPD Format, collaborating with all parties to eliminate waste and provide innovative solutions.
  • Maintain communication with client personnel involved in project management to meet organizational and personnel project involvement needs.
  • Oversee all activities from Project Initiation to the start of construction, supporting through construction and project closeout.
  • Meet with Client & Fluor management during project initiation to establish the Core Team and evaluate project opportunities and complexities.
  • Identify construction staffing needs with the Lead Area Planner and gain alignment with the Site Manager, then assign Planners to support the project.
  • Develop overall project sourcing and execution strategy with the core team and document these decisions in the project execution plan.
  • Develop and execute sourcing plans and BVOAs for the project.
  • Maintain project schedule updates with support from the project team.
  • Aid in developing and submitting Construction Turn Over (CTO) packages.
  • Support the development of the conceptual scope of work during the Front End Engineering (FEE) stage.
  • Work with Planners and vendors to document base scope blocks during Front End Planning for vendor Target Value Estimates.
  • Organize and maintain Win/Loss Metrics and ensure they are documented in Fluor's Operations Control System (O.C.S.).
  • Facilitate teams in setting up design review and release structures, and develop work cluster groups if needed.
  • Stay informed of engineering documents, vendor information, and final design deliverables throughout all project phases.
  • Work with the project execution team to develop and maintain accurate schedules using the Last Planner System.
  • Lead weekly execution meetings during construction and support the Lead Planner as needed.
  • Hold Project Closing Debriefs with Client & Trade Partners if requested or required.

Requirements

  • Accredited four-year degree or equivalent in an applicable field of study and two years of work-related experience, or a combination of education and six years of related experience if non-degreed.
  • Ability to communicate effectively with management, coworkers, clients, vendors, contractors, and visitors.
  • Job-related technical knowledge necessary to complete the job.
  • Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines.
  • Attention to detail and ability to work in a time-conscious and time-effective manner.
  • Experience establishing and coordinating construction deliverables for projects.
  • Experience managing operations and maintenance projects.
