About the Role

The Project Manager manages, plans and coordinates the full life-cycle of projects for the Indian Health Services. This position ensures that all project goals and objectives are accomplished as laid out in the scope of work and within the prescribed timeframe, budgetary parameters and to the customer's satisfaction. Provides project team leadership necessary to meet defined project deliverables and maintains positive working relationships with the customer and key stakeholders. The Project Manager utilizes subject matter expertise to analyze and evaluate business functions, systems and processes in order to determine the most effective business applications for meeting the needs of Indian Health Services objectives. This full time position is remote to the Rockville, MD area; however, may be required to be on-site in the future.

Key Responsibilities

  • Manages and communicates project expectations to team members.
  • Maintains a project management methodology based on the HHS Enterprise Performance Management Lifecycle (EPLC) Framework to standardize PM processes across HIS.
  • Develops supporting project management tools that integrate CPIC, EA, EPLC, and FAC P/PM standards and principles to improve the overall understanding of IT project selections, planning, and execution.
  • Manages and maintains project-related activities and deliverables for the DPMB IT project.
  • Builds and maintains solid customer relationships and assures customer satisfaction with the successful execution of the project.
  • Creates and maintains Project Management Plans including Work Breakdown Structures (WBSs), Project Charters, Change Management, Risk Management, and Communication plans.
  • Provides support services of PMO, Capital Planning and Investment Control (CPIC) Management team.
  • Interfaces with internal project teams, management, customers and subcontractors, maintaining timely communications and collaborative rapport.
  • Creates and coordinates projects in the Enterprise Portfolio Management Tool (EPMT).
  • Effectively manages project scope, deliverables, cost, profitability, schedule, quality and resources.
  • Develops IT project plans in Microsoft Project and within IHS tools to guide project execution and tracks milestones and deliverables.
  • Communicates project plans, objectives, timelines, schedules, and responsibilities.
  • Identifies and manages project dependencies and critical path, proactively manages scope changes, and communicates risks with mitigation plans.
  • Evaluates CPIC program and provides recommendations for improvements.
  • Oversees contractor personnel with technical expertise in system design, configuration, and operation.
  • Collects metrics and prepares weekly/monthly status reports for management and clients.
  • Coordinates project due dates, risks, issues, and deliverables.
  • Provides cost and resource estimates for projects.
  • Plans daily activities to maximize personal output.
  • Provides Post-Implementation Review (PIR) six months after project rollout to gather lessons learned.

Requirements

  • Must be able to obtain an IHS Public Trust Clearance.
  • Bachelor's degree in Computer Science, MIS or a related field of study.
  • Minimum of 10 years IT experience.
  • Two or more certifications in PMP preferred.
  • Experience with government contracting and procurement preferred.
  • Ability to plan and oversee projects using project management software tools including MS Project and MS Project Server.
  • Ability to effectively manage a geographically dispersed team.
  • Excellent interpersonal, verbal, and written communication skills.
  • Experience managing Federal government projects and operations in a consulting environment.
  • Experience designing and documenting technical solutions.
  • Fluency in technical issues and business processes such as procurement, finance, and budget.
  • Strong organizational skills and ability to manage multiple projects and priorities.
  • Ability to communicate technical information clearly to varied audiences.
  • Exceptional analytical, problem-solving, and critical thinking skills.
  • Knowledge of business and user needs analysis, documentation, and system requirements.
  • Advanced skills in requirements gathering, business process improvement, and emerging technologies.
  • Detail-oriented with quick grasp of business needs.
  • Ability to mentor and instruct others.
  • Skilled in facilitating teamwork and coordinating efforts.
