About the Role

The Program Manager implements, manages and controls all program directives related to the entire lifecycle of the contract to include coordinating the efforts of stakeholders to include subcontractors and key internal/external teams. Responsible for successful project implementation. Ensures the timely accomplishment of all specified requirements and works with senior management to establish program priorities. Operates the program according to established policies/procedures and within stipulated budgetary confinements. Key Responsibilities

  • Assumes comprehensive oversight of healthcare projects, leading teams in the development, operations, and maintenance of large-scale health information technology systems.
  • Aligns with different project methodologies using a background in Health Information Technology (HIT) and Health Information Exchange (HIE), with experience in industry and Federal data standards.
  • Analyzes complex project challenges and develops innovative solutions, manages schedules, integrates technology, and oversees financial aspects.
  • Specializes in interoperability, ensuring compliance with ONC Health IT certification standards, and demonstrates expertise in health data models, including HL7, CCDA, FHIR, and IHE.
  • Manages systems involving master person index, health information exchanges, Direct messaging, and the implementation of Electronic Health Records (EHR).
  • Stays current with healthcare regulations, including policy, privacy, and IT standards, maintaining a solid understanding of HIPAA and data practices.
  • Possesses experience with healthcare interoperability standards and online authentication and authorization methods, and manages electronic patient/member consent.
  • Gathers requirements across the organization, manages program/project dependencies, and establishes timelines and milestones.
  • Communicates plans, updates, and progress effectively.
  • Serves as the focal point within a given customer base, providing program management guidance and expert support for the contract.
  • Assigns work, manages personnel, financial budgets, and oversees all operations and technical aspects for the successful completion of contract/program requirements.
  • Ensures compliance with all contractual requirements and acts as the primary point-of-contact with government contract staff for reporting project status.
  • Provides timely responses for communications and deliverables, offering expert consulting on strategic planning and project management methodologies.
  • Organizes, directs, and coordinates planning and production of contract-related projects and support activities, including those of subcontractors.
  • Sets program goals and objectives, ensuring all responsibilities/projects are assigned, completed on-time, and within budget.
  • Monitors progress, resolves issues affecting successful project/program completion, and ensures results are documented.
  • Oversees the development of work breakdown structures, major milestone calendars, and uses diagrams to assist in problem analysis and recommendations.
  • Exercises supervisory personnel management responsibilities, develops program management competencies through training and coaching, and provides guidance to Project Managers.
  • Acts as an advisor to program areas regarding projects, deliveries, and operations, while receiving executive-level guidance on improving business performance.
  • Implements 'best-in-class' concepts/principles in planning, scheduling, budgeting, and operations to successfully achieve project goals and objectives.
  • Plans and oversees projects using project management software tools and methodologies.

Requirements

  • Must be able to obtain and maintain the required customer clearance for access to systems, facilities, equipment and property as needed.
  • Project Management Professional (PMP) Certification required.
  • PMI-PBA or equivalent is required.
  • Experience in managing Health Information Technology projects including health IT components like Master Patient Index, Health Information Exchange, Terminology Standards, and Interoperability.
  • Experience in the implementation of HHS Office of National Coordinator for Health IT regulations and guidelines.
  • Bachelor's degree required and ten years relevant experience in managing Health Information Technology projects including health IT components like Master Patient Index, Health Information Exchange, Terminology Standards, and Interoperability.

Nice to Have

  • Experience with healthcare interoperability standards and online authentication and authorization methods.
  • Knowledge of health data models such as HL7, CCDA, FHIR, and IHE.
  • Experience with healthcare regulations including HIPAA and data privacy practices.
