Job Description

About the Role

MTSI is seeking a Senior Technical Program Manager (TPM) with a TS/SCI clearance to provide support to a Government Program Management Office/Program Manager (PMO/PM) at Joint Base Anacostia-Bolling, DC. The Senior TPM will provide project management, acquisition support, and technical oversight of customer development efforts. This individual will assist with creating and coordinating cost, schedule, and contracts documentation, and support multiple technology development efforts. The role involves interpreting directives and regulations to ensure high-quality, affordable, supportable, and effective products are developed, produced, and sustained throughout their lifecycle. The position may entail travel up to 25%, as required by the Government.

Key Responsibilities

  • Provide project management, acquisition support, and technical oversight of customer development efforts.
  • Perform project manager duties to ensure efficient execution of assigned efforts.
  • Work closely with program managers, lead project engineers, contracts, finance, and program teams.
  • Maintain awareness of day-to-day issues and plan/prepare for significant project events.
  • Assist in the full spectrum of actions required to award contracts and contract modifications, including pre-award documentation, source selection support, and post-award activities.
  • Review contract deliverables, integrated schedules, technical status reports, and cost performance reports, and provide assessments to the Government team.
  • Assist in program office surveillance of prime and subcontractor performance.
  • Assist in determining program progress and communicate recommendations to the Government.
  • Assist in creating and approving acquisition strategies, program planning, early capability development, and transition activities.
  • Develop and communicate roadmaps for programs and technologies.
  • Develop integration plans and organize resources for program transition activities.
  • Assist in milestone planning, tracking, scheduling, briefing preparations, staff coordination, and decision documentation.
  • Provide technical support to the project team and status updates to leadership.
  • Assist in tasks related to JCIDS, CONOPS, security certifications, acquisition reports, and program management agreements.
  • Identify and mitigate risks to technology development projects.
  • Create and coordinate DD 254s with program staff and industry.
  • Participate in working groups and team planning offsites.
  • Establish trusted relationships with customers, suppliers, and stakeholders.
  • Work independently and with engineering, program management, and security teams.

Requirements

  • 10-15 years of acquisition experience, including working on Department of Defense (DoD) acquisition projects.
  • Experience with DoD acquisition programs, including contracting, program management strategies, J&A documents, Acquisition Strategy Plan, CDRLs, and R&D SOWs.
  • Experience working on classified and/or special access programs.
  • Self-starter with ability to work independently in a dynamic environment.
  • Strong problem definition skills and ability to work well with team members, senior military officers, and senior executives.
  • Knowledge of military platforms, systems, operations, networking, communications, and datalinks.
  • Experience with collaboration tools such as Confluence and Jira.
  • Strong interpersonal skills, capable of developing briefings and reports for senior DoD leadership.
  • Extensive acquisition and contract management experience, including monitoring program execution and integrating complex systems, with knowledge of Federal Acquisition Regulations.
  • A minimum of a BS degree in Engineering or related technical discipline.
  • Active Top-Secret clearance with SCI and SAP eligibility.
  • At least 12 months of SAP experience within the last 3 years.

Nice to Have

  • An advanced degree (MS/PhD) in Engineering or related technical discipline.
  • Active Project Management Professional (PMP) certification or DAWIA certification (Level II/III).
  • Knowledge of the Air Force Life Cycle Management Center's framework, directives, and policies.
  • Experience providing technical support to DoD technology development efforts.
  • Experience using Microsoft Excel and Microsoft Project for financial and schedule analysis.

Qualifications

  • A minimum of a BS degree in Engineering or related technical discipline.
