About the Role

The Supervisory IT Program Manager (APPSW/SYSANALYSIS) position is within the Department of Defense Defense Logistics Agency, J-6, Program Executive Office (PEO). The role involves overseeing the development, acquisition, testing, and sustainment of enterprise IT systems, particularly SAP Warehouse Management System (WMS) solutions, across multiple locations. The position requires extensive travel and provides leadership in strategic planning, contract management, and program execution to support logistics and distribution centers worldwide.

Key Responsibilities

  • Serves as a System Applications and Products (SAP) Portfolio Manager (PfM) for the SAP Platform in the Defense Logistics Agency (DLA) Informion Operions, J-6, Program Executive Office (PEO).
  • Provides visionary leadership and guidance to cross-functional teams, fostering a collaborative and high-performing work environment.
  • Employs strong interpersonal and communication skills to motivate, inspire, and empower team members, while effectively managing conflict and driving team success.
  • Provides program management oversight for the acquisition of corporate information technology (IT) systems, including major Automated Information Systems (AIS) and SAP products, ensuring adherence to cost, schedule, and performance targets.
  • Ensures alignment of WMS initiatives with DLA strategic objectives and operational needs.
  • Provides strategic direction for the interpretation of business requirements into the configuration of Commercial-Off-The-Shelf (COTS) WMS applications.
  • Oversees the identification and resolution of process and performance gaps within the WMS ecosystem.
  • Establishes and oversees strategic contracting processes and procedures, including contract development, review, and performance monitoring.
  • Develops, manages, and executes the annual budget for the WMS portfolio, ensuring alignment with strategic priorities and operational requirements.
  • Supports the implementation and ongoing maintenance of Warehouse Management System (WMS) and Distribution and Disposition Centers worldwide.
  • Provides expert direction and guidance for the development, acquisition, testing, systems integration, product improvement, and fielding of DLA IT programs.

Requirements

  • One year of specialized experience directly related to the duties of the position, such as providing expert guidance on SAP WMS solutions, including modules like EWM, TM, ECC, and S/4HANA.
  • Experience in program management, including overseeing acquisition, testing, and system integration of IT systems.
  • In-depth knowledge of SAP modules (EWM, TM, ECC, S/4HANA).
  • Strong leadership skills and ability to guide cross-functional teams.
  • Ability to manage budgets, contracts, and strategic planning for IT portfolios.
  • Experience with requirements analysis, software development, IT configuration management, and risk management.
  • Demonstrated ability to employ interpersonal, communication, and problem-solving skills.
  • Extensive travel capability, up to 75% of the time, to support WMS implementation and maintenance.
  • Possession of a Program Management (A) / PM, Advanced acquisition certification.

Nice to Have

  • Experience with Automated Information Systems (AIS).
  • Knowledge of procurement regulations and best practices.
  • Experience working within the Department of Defense or federal government agencies.

Qualifications

  • GS-14 level experience or equivalent in the private sector for GS-15 qualification.
  • Possession of a Program Management (A) / PM, Advanced acquisition certification within 48 months.
  • Eligibility requirements including time-in-grade, time-after-competitive appointment, and other regulatory criteria.
