Job Description

About the Role

The System Engineering Analysis (SEA) Project Manager position is a liaison between construction projects and the ITS & Network Services Branch within the Colorado Department of Transportation (CDOT). The role ensures all technology projects complete necessary SEA documentation, review and coordinate SEA forms, and facilitate communication among stakeholders to support successful project delivery and federal compliance.

Key Responsibilities

  • Maintain the established SEA process and promote consistency of the ITS components of projects.
  • Identify and implement process improvements and resources to enable project managers to deploy successful technology projects statewide.
  • Monitor and improve the current SEA process.
  • Interpret changes to federal regulations and modify the SEA process accordingly.
  • Create and maintain a SEA library with appropriate file retention software.
  • Provide reporting to the Federal Highway Administration (FHWA) on SEA statistics and update executive management.
  • Publish content on external and internal websites ensuring all documentation is ADA compliant.
  • Work closely with CDOT's Engineering Regions to provide technology-focused support.
  • Act as a resource to explain ITS project complexities to project managers using SEA documents.
  • Issue SEA clearance for projects to proceed to advertisement upon completion of all SEA documentation.
  • Assist and consult with project teams to clarify project purpose and feasibility.
  • Serve as a technical liaison between projects and developers to meet scope, schedule, and budget constraints.

Requirements

  • Three (3) years of relevant experience in IT, Project Management, IT Project Management, Project Development, Engineering, or related fields.
  • OR a combination of related education, formalized apprenticeship, certification, and/or relevant experience totaling three (3) years.
  • Ability to interpret federal regulations and modify processes accordingly.
  • Experience with project documentation review and stakeholder coordination.
  • Strong organizational, analytical, and communication skills.
  • Ability to work independently and in team environments.
  • Proficiency in Microsoft Office Suite, SharePoint, and other relevant software.

Qualifications

  • Official or unofficial college transcripts showing degree conferred if using education to qualify.
  • Experience or education totaling three (3) years in relevant fields.
  • Valid driver license for operating CDOT vehicles if required.
