About the Role

The Ventura County Library is seeking an experienced, dedicated, innovative, and proactive media relations professional to serve as the Community Engagement Manager. Under the general direction of the Agency Director and supervision of the County Public Information Officer, this role manages a communications strategy to foster public understanding and awareness of the Library's goals, policies, programs, and services across all County departments and divisions. The position involves supervising specialized system-wide library programs, services, and activities, and requires a highly collaborative professional with strong team-leading skills, high integrity, and the ability to exercise independent judgment.

Key Responsibilities

  • Promotes the Library's programs, services, collections, and announcements through various media including press releases, promotional materials, the Library's webpage, social media, brochures, and flyers.
  • Plans, organizes, coordinates, and directs content for the Agency website, social media, media events, and community outreach activities to achieve planned outcomes.
  • Develops communication strategies for Agency programs, initiatives, services, and events; and ensures message alignment with other public information officers.
  • Prepares information for dissemination to the media and stakeholder groups; communicates with media, the public, and community organizations.
  • Creates and produces newsletters, brochures, bookmarks, flyers, mobile applications, talking points, speeches, videos, and web communications.
  • Oversees the Library's website content, accessibility, policies, and technical standards.
  • Provides guidance, training, and support for Library personnel involved in web content, communication practices, and social media.
  • Develops communication calendars and plans for public engagement projects in collaboration with County Agencies.
  • Works with other County agencies to develop relationships that promote library services and partnerships.
  • Coordinates translations of communication materials.
  • Represents the Agency in contact with media, government, and community stakeholders; develops informational materials and speeches.
  • Oversees collection, compilation, and reporting of data for reporting to the State Library, granting agencies, and community stakeholders.
  • Manages and develops the Library's mobile web presence.
  • Delivers presentations to the Board of Supervisors and community groups.
  • Interacts professionally with the public, officials, and high-profile individuals.
  • Prepares reports involving data analysis from multiple sources.
  • May supervise staff engaged in activities related to Agency operations.
  • May operate camera equipment for event photography.

Requirements

  • Extensive experience in communications management in the public or private sector.
  • Bachelor's degree in Journalism, Communication, Public Administration, Business, or a related field.
  • Two (2) years of recent, paid, and progressively responsible professional experience in journalism, public relations, or media management for a public or private organization.
  • Experience using social media platforms such as Instagram, Twitter (X), Facebook, YouTube, Hootsuite, etc.
  • Effective written communication skills demonstrated through application and supplemental questionnaire.
  • Valid California driver license.

Nice to Have

  • Knowledge of media relations, news writing, production, and media industry needs.
  • Knowledge of media production, communication, and dissemination techniques including written, oral, and visual/social media.
  • Knowledge of the structure and content of the English language, including spelling, grammar, and composition.
  • Knowledge of customer service principles and evaluation.
  • Knowledge of business software tools and office procedures.
  • Working knowledge of the Library's programs, collections, operations, policies, and procedures.
  • Working knowledge of printing, graphic design, photography, and video production.
  • Skills in active listening, public speaking, establishing relationships, planning, judgment, supervision, and confidentiality.

Qualifications

  • Bachelor's degree in relevant field.
  • Two years of professional experience in journalism, public relations, or media management.
