Job Description

About the Role

The Data Analyst fulfills a critical role in supporting the Bureau of Disabilities Services (BDS) programs through comprehensive data oversight and analysis. This role manages the statewide program data and ensures its alignment with federal and programmatic requirements under 42 CFR 441 and 460 IAC 6 and 7, 405 IAC 1 and 2. The Data Analyst leads the collection, analysis, and reporting of complex data sets to support compliance with the established requirements. The position involves coordination of federally required data submissions, development and oversight of quarterly performance metrics, and the identification of targeted technical assistance needs based on data outcomes. The role stays current with evolving federal guidance to inform decision-making and improve system performance statewide.

Key Responsibilities

  • Lead all required data activities for BDS and ensure compliance with federal and programmatic requirements.
  • Develop meaningful data analytic reports that capture all services delivered through BDS.
  • Lead and manage the support provided to all state staff and local personnel in data collection and daily use of data systems.
  • Prepare reports for the BDS director to present to stakeholders upon request.
  • Deliver data presentations to federal, state, and local stakeholders upon request.
  • Provide data for the development of policies and procedures that capture programmatic requirements relating to findings of monitoring and quality assurance visits, including but not limited to individual risk mitigation per the requirements of 460 IAC 6 and 7 and 405 1 and 2.
  • Collect, analyze and report on compliance at a regional, office, and provider level.
  • Collaborate with the BDS staff regarding implementation of data reporting, as well as strategies for improving compliance including training and mentoring of staff.
  • Assist in the preparation of presentations, training curriculum, training/user guides, and other documentation as needed.
  • Recommend strategies for improving compliance, including assessment of training needs.
  • Perform all other duties as assigned.

Requirements

  • A Bachelor's degree or equivalent experience in Computer Science, Data Science, Mathematics, Business, or related field.
  • 2-3+ years of experience working with raw data for analytics including data stored in databases.
  • Proficiency with data using excel, SQL, or python.
  • Ability to synthesize complex information into actionable recommendations.
  • Strong written and verbal communication skills.
  • Capacity to thrive in a fast-paced environment with evolving priorities.
  • Ability to work independently and as a member of a collaborative team.
  • Significant ability to focus on details including data quality and common data preparation and cleaning.
  • Ability to critically evaluate the data accuracy of own work.

Nice to Have

  • Experience with federal and state data reporting requirements.
  • Experience leading or mentoring a team.
  • Knowledge of federal regulations such as 42 CFR 441 and 460 IAC 6 and 7, 405 IAC 1 and 2.

Qualifications
