Job Description

About the Role

The Digital Specialist - Fragility, Conflict and Violence (FCV) will help drive the development of FCV-sensitive solutions, policies, and programs that advance digitalization and accelerate development outcomes in contexts affected by FCV. The role involves supporting analytical work, operational support, capacity building, and collaboration with various teams within the World Bank Group to ensure digital solutions are used responsibly and effectively in fragile and conflict-affected settings.

Key Responsibilities

  • Support analytical work on solutions, policies, and programs that improve connectivity, enhance affordability, expand access to digital services, build digital skills, and create digital/digitally enabled jobs in FCV contexts, including forcibly displaced persons.
  • Support the integration of solutions, policies, and programs into WBG-financed projects to enable populations in FCV contexts to access digital services and participate in the digital economy, ensuring an FCV-sensitive approach.
  • Contribute to the development and management of awareness and capacity development initiatives on solutions, policies, and programs to responsibly advance digitalization in FCV contexts, including blogs, webinars, and workshops.
  • Provide technical expertise on the development and integration of FCV-sensitive digital solutions, policies, and programs into World Bank operations.
  • Assess opportunities, risks, and potential unintended consequences of deploying solutions, policies, and programs in FCV settings to ensure interventions do no harm.
  • Support analytical studies to document lessons, identify best practices, and develop new approaches to digital solutions in FCV contexts.
  • Contribute to the development of knowledge products such as toolkits, blogs, case studies, and policy notes.
  • Provide operational support to regional and country teams in tailoring digital solutions to FCV contexts and contribute to project preparation and implementation.
  • Contribute to designing and delivering awareness-raising and capacity development initiatives, including workshops, webinars, and staff training.
  • Engage with external partners, including UN agencies, NGOs, and private sector actors, to strengthen collaboration and disseminate knowledge on responsible digital use in FCV.
  • Work closely with the Lead for the Digital in FCV program, Practice Manager, and global/regional teams to ensure coordination and alignment of digital interventions with broader strategies for FCV.
  • Promote gender equality, youth inclusion, and accessibility for displaced and marginalized populations in digital strategies and projects.

Requirements

  • Master's degree in public policy, economics, law, or a related relevant field.
  • A minimum of 5 years of experience in digital economy or technology policy.
  • At least 2 years' experience working on/in countries on the WBG FCS list, including designing, developing, and deploying digitally enabled solutions.
  • Proven excellence in stakeholder engagement and diplomatic skills.
  • Excellent interpersonal skills, team orientation, and ability to work effectively across institutional boundaries.
  • Strong analytical and problem-solving skills, including ability to simplify complex issues and think innovatively about emerging technology.
  • Excellent writing and communication skills in English, with a proven track record of delivering technical information clearly to non-technical audiences.
  • Ability to work independently and deal sensitively in multi-cultural environments, including significant work experience in developing countries.
  • Fluency in English is required; proficiency in French, Portuguese, or Arabic is preferred.

Qualifications
